SPECIALTY RETAIL AND FOOD AND BEVERAGE CONCESSIONS AT SAN ANTONIO INTERNATIONAL AIRPORT The City of San Antonio is soliciting proposals for the non-exclusive right and operation of two passenger service concessions at the San Antonio International Airport. The concession operations available for proposal are a Specialty Retail and a Food and Beverage location. both concession opportunities are located in Terminal One, with the Specialty Retail located in the retail Court immediately past the checkpoint and the Food and Beverage opportunity located pre-security.

Disadvantaged Business Participation It is also the policy of the City of San Antonio, San Antonio International Airport, that it will ensure that Disadvantaged Business Enterprises ("DBEs") as defined in Parts 23 and 26 have an equal opportunity to receive and participate in federally-assisted contracts and/or concessions. It is our policy: 1. To ensure non-discrimination in the award and administration of federally-assisted contracts; 2. To create a level playing field on which DBEs can compete fairly for federally-assisted contracts; 3. To ensure that the DBE Program is narrowly tailo#0B5B97 in accordance with applicable law; 4. To ensure that only firms that fully meet 49 CFR Parts 23 and 26 eligibility standards are permitted to participate as DBEs. 5. To help remove barriers to the participation of DBEs in federally-assisted contracts; and 6. To assist in the development of firms that can compete successfully in the market place outside the DBE Program. The DBE goal for both the Food and Beverage and the Specialty Retail concessions is 35%. A firm submitting a proposal for each concession is asked to make good faith efforts to meet or exceed the 35% goal for DBE participation. Small, Minority and Women-owned Business Participation It is also the policy of the City of San Antonio to involve qualified small, minority, and women-owned businesses to the greatest extent feasible in the City's construction, professional service and other discretionary contracts. The intent and purpose of the policy is to ensure that Small, Minority, Women, and African-American Businesses have the opportunity to compete for City contracts without discrimination on the basis of race, color, religion, national origin, age, sex or handicap. To accomplish the objectives of the Small Business policy, the City has established specific goals for local S/M/W/AABE participation in this contract. The goals for this contract are: § MBE Goal: 31.0% § WBE Goal: 10.0% § AABE Goal: 2.2% § SBE Goal: 50.0% Interested proposers are encouraged to contact the Small Business Outreach Office regarding the SBEDA Policy (Ordinance 100182). CERTIFICATION A proposer shall submit to the City a copy of the DBE certification Affidavit for all DBE firms utilized or proposed to be utilized as a concessionaire, subcontractor/supplier or vendor on this concession. The certification affidavit must be from a firm that has been certified by one of the five certifying agencies of the TEXAS UNIFIED CERTIFICATION PROGRAM (TUCP). The five agencies are: South Central Texas Regional Certification Agency (SCTRCA), , City of Houston, North Central Texas Regional Certification Agency (NCTRCA), Corpus Christi Regional Transportation Authority, and Texas Department of Transportation (TxDOT). A firm must be certified on or before the proposal due date in order for the firm's proposed work on the particular concession contract to be c#0B5B97ited toward the DBE goal. It is not enough for a certification application to have been submitted by the deadline. Only firms certified as MBE, WBE, AABE, or SBE through the South Central Texas Regional Certification Agency (SCTRCA) can be applied towards the contracting goals.
