Parking Decal Programs and Permits

Commercial Decal

Throughout Downtown are several Commercial Loading Zones. Commercial vehicles are permitted to park in these zones if the vehicle has 2” lettering inscribed or painted, which notes the company name on both sides of the vehicle in contrasting colors. The City’s Commercial Decal Program offers an option to those commercial vehicles that do not have their company name inscribed or painted on each side of the vehicle.

Program Rules and Regulations
  1. Required proof of ownership of the business: Certification of Incorporation/Corporation (DBA) (L LC), Assumed Name Certificate, including, sales tax permit, or / and a Lease Agreement of business, copy of vehicle insurance or registration with the Vehicle Identification Number and picture I .D. (Note: At any time, the department may ask to provide additional required documents).
  2. A new application form must be submitted each year with document (s) indicating proof of ownership and of valid/active business. Applicants that are employed by business will require employment documentation.
  3. If the vehicle is sold or transferred; a written notice is required along with a replacement fee of $5.00. Only one decal replacement will be issued within a one year period.
  4. Documented misuse or abuse of the decal will result in a suspension of privileges for a period not to exceed one year. Examples: Transferring decal from one vehicle to another without proper notice and/or excessive parking citations.
  5. Vehicle is subject to citations and towing for overtime parking in Commercial Loading Zones if parking exceeds more than 30 minutes.
  6. It is the decal holder's responsibility to contact the Parking Division of any changes in vehicle status Unauthorized transfer of decal may result in citation and impoundment of vehicle. Decal holder is responsible for the renewing of decal. Expiration date on decal serves as notice.

Decals are sold between 8:00 a.m. - 4:00 p.m., Monday through Friday.

Monthly Parking Pass

The City of San Antonio offers Monthly Parking Permits at many locations for those who live and/or work downtown. The permits offer customers a convenient and economical means of paying for their parking that includes in/out parking privileges for the specified location.

Permits are offered at the following locations:

  • Houston St. Garage
  • S. Alamo St. Lot
  • St. Mary’s Garage
  • Library Garage
  • Convention Center Garage
  • Dolorosa Lot
  • Continental Lot
  • Market Square Lot
  • Martinez St. Lot

*Locations may be subject to a waiting list.

HYBRID VEHICLE PARKING PROGRAM

Vehicles displaying an authorized Hybrid Vehicle Placard are allowed to park for FREE at downtown street parking meters or street pay stations for a period of time not to exceed the limit of the meter or pay station. Please note that some meters or pay stations have restricted hours of use which apply to everyone. (Hybrid Decals are not valid at City Garages or City Lots).

This measure was approved by City Council as a pilot program and will end on April 30, 2007, unless extended by Council Approval.

Participation in the program is for Hybrid Vehicles only and eligibility will be determined by the approval of the registration form.

Complete the registration form and attach the appropriate documents. All paperwork must be presented in person to the Parking Division at 400 N. St. Mary’s, San Antonio, Texas 78205. Placards are distributed between 8:00 a.m. to 4:00 p.m., Monday through Friday (except holidays).

The placards are issued at no charge and are limited one per authorized vehicle owner.

Placards must be displayed on the rear view mirror of the registered vehicle with the green side facing the front windshield.

Residential Decal

Throughout Downtown are several Commercial Loading Zones. Downtown residents are able to park in these zones for the purpose of loading and unloading with a Residential Decal.

Program Rules and Regulations
  1. Required documents: Proof of current residency or provide a copy of the lease agreement. Provide documentation of vehicle identification number and picture identification.
  2. A new application form must be submitted to continue participation in the program.
  3. If the vehicle is sold or title is transferred, the decal will be replaced at no charge when returned. A written notice is required along with a replacement fee of $5.00 if decal is not returned.
  4. Documented misuse or abuse of the decal will result in a suspension of privileges for a period not to exceed one year. Examples: Transferring decal from one vehicle to another without proper notice and/or excessive parking citations.
  5. Vehicle is subject to citations and towing for overtime parking in commercial loading zones if parking exceeds for more than 20 minutes.
  6. Visitors permit is subject to #’s 4 and 5 above.
  7. Only one decal and one visitor permit is allowed per address.
  8. If a decal is lost, stolen or misplaced, only one replacement will be issued within one year period. Replacement fee is $5.00.
  9. It is the decal holder’s responsibility to contact the Parking Division of any changes in vehicle status. Unauthorized transfer of decal may result in citation and impoundment of vehicle. Decal holder is responsible for renewal decal. Expiration date on decal serves as notice.

Event Decal

The attached registration form needs to be completed and returned to 400 N. St. Mary’s San Antonio, TX 78205, City of San Antonio, Parking Division in order to receive "free" parking decals which will enable residents, businesses, and property owners in the East side neighborhood living within the boundaries of I-37, Indiana, S. Hackberry, E. Commerce, S. Cherry, and E. Durango to park during events. An event listing can be found on the event dates tab

In addition, residents, businesses, and property owners in the LaVaca Neighborhood with the boundaries of Durango, Alamo, Labor, and Camargo are also eligible for the decal program. 

Signs will be installed in the above neighborhoods which will require all vehicles to display a decal in order to park on the streets. During events, all other vehicles will be towed. The program only regulates the streets, not private property.

Eligibility for the program will be determined by the approval of the attached registration form.

Complete the attached registration form and proof of residency and mail or deliver it to the Parking Division at 400 N. St. Mary’s Street, Suite 100, San Antonio, Texas 78205. Applicant must attach proof of residency such as a copy of the most current billing to your address, such as electric bill or water bill, lease agreement or proof of home ownership and photo identification. (Department may ask for additional document).

Each address is entitled up to four (4) decals at no cost. If decals are lost or stolen, a replacement fee will be assessed.

The decals will need to be picked up and signed for by the resident or owner. After the information in the registration form has been verified and a decal has been issued, the decal must be displayed from the rearview mirror during event parking days. Event Decals may not be sold to others.

Event Dates

The Center City Development & Operations Department enforces the Event Decal program for the property owners within the boundaries of IH-37, Indiana, S. Hackberry, E. Commerce, S. Cherry & Cesar Chavez.  This also includes property owners in the Lavaca Neighborhood within the boundaries of Cesar Chavez, Alamo, Labor, and Camargo. To view a map of the area click here. The events listed below triggers the implementation of the event decal program which includes the installation of barricades to prohibit event attendees from parking in the area. Residents within these areas are required to have a special parking permit to park during special events at the AlamoDome, the Convention Center, Hemisfair Park, La Villita or the Institute of Texan Cultures.  Below is a listing of events with start times that will require the use of the Event Decal Program permits:
