SAN ANTONIO (June 3, 2016) — On Thursday, May 23, San Antonio City Clerk Leticia Vacek accepted the Program Excellence in Governance Award from the International Institute of Municipal Clerks (IIMC).

The IIMC Selection Committee chose San Antonio as one of its winners after receiving a record number of 13 submissions this year. The award was presented at the IIMC Conference in Omaha, Nebraska. The Program Excellence in Governance Award was created in 2007 to foster excellence in governance by IIMC members.

The Program Excellence in Governance Award was presented to the Office of the City Clerk for the category of Innovative Ways of Collaborating with another Municipal Department. In August 2013, the Office of the City Clerk led a Partnership with four San Antonio Branch Libraries to provide accessibility of Birth Certificates to San Antonio Residents. The Office of the City Clerk sought approval from the State Registrar and worked on a Memorandum of Understanding outlining training requirements, access to confidential records and official bank note paper.

“San Antonio Public Library is proud to partner with the Office of the City Clerk to offer Birth Certificates at four of our branch locations as part of our continued commitment to making accessible resources and services available to all,” said Ramiro S. Salazar, Director of the San Antonio Public Library.

The four Branch Libraries are strategically located in each quadrant of the City. Under the direction of the City Clerk, the Vital Records Staff trains and provides support to Library Staff in order to issue Birth Certificates on behalf of the Office of the City Clerk. The four Branch Libraries include the Las Palmas Branch Library, the Great Northwest Branch Library, the Mission Branch Library, and the Thousand Oaks Branch Library. Collectively, the four Branch Libraries have issued more than 41,130 Birth Certificates generating over $945,990 since the inception of the partnership.

“We are thankful for a successful partnership in collaboration with the Library Department to provide our residents with convenient access to information and documents,” said Leticia Vacek, City Clerk.
