To help facilitate attendance at next week’s City Budget work sessions, the Citizens to be Heard session and the City Council vote on the NDO, the Office of the City Clerk reminds community members who wish to speak to please observe the following guidelines:

B-Session - City Budget Work Sessions at 2 p.m. on Wednesday, Sept. 4, 2013:

  • The City Council will not discuss the Non-Discrimination Ordinance during the B-Session. There is not a Citizens to be Heard session during the City Budget work session discussions.

Citizens to be Heard at 6 p.m. on Wednesday, Sept. 4, 2013:

  • Pursuant to City Code, Part II, Division 2, Sec. 2-35 (Rules Addressing the City Council), persons may address the City Council on any topic related to city business. Any person wishing to do so must sign the register provided by the City Clerk no later than 6 p.m. for Wednesday sessions.
  • The Municipal Plaza Building City Council Chambers doors open will open at 3 p.m. this Wednesday.
  • Citizens can sign-up online from 8 a.m. to 6 p.m. on Wednesday or if necessary, citizens can physically sign-up beginning at 4 p.m. at the City Council Chambers. Sign-up will be closed at 6 p.m. It is important to sign up by 6 p.m. to ensure your name is added to the sign-up list. Online sign-up will ensure a citizen’s name is added to the sign-up list; therefore, online sign-up is encouraged to ensure citizens meet the deadline.
  • Electronic sign-up for Citizens to be Heard is available at sanantonio.gov/ctbh. The link to sign-up will appear on this site beginning at 8 a.m. on Wednesday only.
  • Citizens can enter Council Chambers from the entrance on Main Plaza. Seating is not guaranteed due to the large crowd being anticipated and there are is no reserving of seats allowed. Therefore, please arrive early to the Council Chambers.
  • Persons registered who plan to give up their time to another person must appear at the podium with the person they are yielding their time to.
  • All persons attending the B-Session and Citizens to be Heard Session will be required to go through the security station. To avoid delays, please ensure you do not have any metal objects, such as pocketknives, fingernail clippers, lighters, etc. Anyone with these items will be asked to return them to their vehicles, or dispose of them in the trash bin.
  • No food or drinks are allowed in the B-Session or Council Chambers. Citizens with water bottles, coffee mugs, or any other similar items will be asked to dispose of them.
  • Signs on a pole or on a stick are not allowed in B-Session or Council Chambers. Small hand-held signs will not be allowed if the person is sitting, as it will obstruct the view of persons sitting behind them.
  • The Mayor or Presiding Officer may, at any time at his/her discretion, reduce the time a person has to address the City Council during the Citizens to be Heard session.

Vote on the Non-Discrimination Ordinance on Thursday, Sept. 5, 2013:

  • The Municipal Plaza Building City Council Chambers doors open at 7 a.m. through the Main Plaza door entrance.
  • Citizens can sign up to speak at the Main Plaza door entrance from 7 a.m. to 9 a.m. Sign-up will be closed at 9 a.m.
  • Electronic sign-up is available at sanantonio.gov/ctbh.  The link to sign-up to speak regarding the NDO Agenda item will appear on this site beginning at 7 a.m. on Thursday only.  Citizens can sign-up online from 7 a.m. to 9 a.m. on Thursday, Sept. 5, 2013.  Electronic sign-up will be closed at 9 a.m.
