SAN ANTONIO (May 16, 2018) — The following comments are Councilman Brockhouse’s request to record all Executive Sessions:
“I have requested the Mayor, the City Clerk and the City Attorney to consider recording all Closed-Door meetings. According to the Texas Open Meetings Act (TOMA), the following provisions are required for Closed Meetings:
“A governmental body must make and keep either a certified agenda or a recording of each executive session, except for an executive session held by the governmental body to consult with its attorney in accordance with section 551.071 of the Government Code.”
Based on my efforts to ensure complete and total transparency, recording all Closed Door Executive Sessions will provide for a detailed record of events. In my it will also ensure total compliance by all Members in the Closed Session.
For a year, I have questioned the legitimacy of Closed Session meeting policies at the City. The Courts may dictate the legitimacy of the City’s actions in the past with regards to record keeping, but going forward, I believe we must rebuild public trust in City Hall’s Closed Meeting practices. Recording the applicable portions of Executive Sessions will do just that.”
