The City of San Antonio Early Childhood Education Municipal Development Corporation is seeking proposals for a curriculum that incorporates innovative instructional approaches and materials for the Pre-K 4 SA initiative that will begin August 2013. The City is breaking new ground with its Pre-K for SA initiative and expects to offer dramatically enhanced early childhood education to ensure future vitality and long-term economic health for San Antonio.
Each class is expected to have 20 four-year-old students per classroom and be taught by a master teacher and teacher assistant. The curriculum that will be selected through this Request for Proposal process will be used at the four model centers.
The goals of the program are to reduce the achievement gaps by at least 25 percent in language, 33 percent in math, and 90 percent in literacy when compared to kindergarten students that do not attend the model education centers. By the third grade, the goal is to have students from the program close the achievement gaps in STAAR reading and math assessments by at least 10 percent. In addition, there will be an anticipated 20-40 percent reduction for special education placement and grade retention.
The Corporation strongly believes that technology should be integrated and made available to children and teachers throughout the instructional program. Proposals for curriculum will be required to include technology components to help prepare children for a knowledge-based economy.
In addition to educating four-year-olds, the model education centers will also include programming for family support and parent engagement. Part of the program will include family support services, parent leadership classes, and fatherhood initiatives. Proposals that encourage and support home/school/community connections that are aligned with the proposed curriculum system in English and Spanish are highly desired as parent engagement is an integral part of the Pre-K 4 SA initiative.
The curriculum selected will become the initial foundation to raise the bar on the quality of early childhood education program and thus becoming model for the City of San Antonio and for the nation as well.
A Pre-Submittal Conference will be held at Purchasing Division, Riverview Towers, 111 Soledad, Suite 1100, San Antonio, Texas 78205, at 3 p.m., local time, on Tuesday, March 5, 2013. Attendance at the Pre-Submittal Conference is optional, but highly recommended. The City of San Antonio has implemented the San Antonio eProcurement System, (SAePS).
