EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN AND WETLANDS

This is to give notice that the City of San Antonio under 24 CFR Part 58 has determined that the following proposed action to be funded under United States Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME)  is located in the 100-year floodplain, and the City of San Antonio will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. 

 

PROPOSED ACTIVITY

 

Project Title: Owner Occupied Rehab and Reconstruction

Location: 970 F Street, San Antonio, Bexar County, Texas 78220

Purpose:  In an effort to preserve our inner-city neighborhoods, the City will utilize HOME funds to assist low to moderate income homeowners that are in need of rehabilitation or reconstruction of their homes.  Funds available may assist with all aspects of rehabilitation and construction including weatherization, lead based paint abatement and clearance activities.

Project Description: The proposed project is the rehabilitation of the single-family residence addressed at 970 F Street.  The legal description of the property is: NCB 10699 BLK 21 LOT 6.  The property is 0.183 acres in size.  The entire parcel is within the 100-year Floodplain.  The repairs proposed at this property include: upgrade to electrical, plumbing, and HVAC systems;  new roof and foundation work; new sheetrock, wall and ceiling insulation; new plugs, switches, and lights; siding with new paint, new windows & doors; and replacement of bathroom and kitchen cabinets and fixtures. 

Potential Impact on Floodplains and Wetlands:  The proposed project is located in the 100-year floodplain. This is a major rehabilitation project. The footprint of the home is not being increased or changed. It is not in a floodway or coastal high hazard area. Construction of the project as proposed in accordance with all applicable local, state, and federal floodplain requirements would not alter topography and would not have any anticipated impacts on flood levels, flood risk, or the flow of floodwaters on the project site.  The project does not involve the construction of new structures within the floodplain and does not increase floodplain occupancy. 

 

PUBLIC COMMENTS

 

There are three primary purposes for this notice.  First, people who may be affected by activities in floodplain and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.  Commenters are encouraged to offer alternative sites outside of the floodplain and wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.  Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain and wetlands, it must inform those who may be put at greater or continued risk.

 

A copy of the proposed project shall be available for public review from January 26, 2018 to February 12, 2018 at the City of San Antonio’s Neighborhood and Housing Services Department, 1400 S. Flores, San Antonio, Texas 78204, Monday through Friday, 8:30 a.m. to 4:00 p.m. The project will also be available on the City’s website at www.sanantonio.gov/gma in the “Public Notices” section. 

 

Any individual, group, or agency wishing to comment on the project may submit written comments to the Neighborhood and Housing Services Department, Attention: Grants Administrator, 1400 S. Flores Street, San Antonio, Texas 78204, or emailed to communitydevelopment@sanantonio.gov.  All comments received by February 12, 2018 at 4:00 p.m. will be considered by the City of San Antonio. PROJECT DESCRIPTION FOR PROPOSED

ACTIVITY IN A 100-YEAR FLOODPLAIN

 

Location: 970 F Street, San Antonio, Bexar County, Texas 78220

 

Purpose: The City of San Antonio will utilize U.S. Department of Housing and Urban Development HOME Investment Partnership (HOME) Program funds to assist qualified low to moderate income homeowners with the repair, rehabilitation, or reconstruction of their owner-occupied units. All work will be performed in accordance with the HOME Program property standards (the City’s written rehabilitation and reconstruction standards) and the unit must be brought up to local code.

 

Project Description: Rehabilitation of a single-family residence located at 970 F Street. The proposed scope of work for this property includes:

  • New outlets, GFCI, switches, & light fixtures

  • New ducting, vents, & returns
  • Estimated 3.0 Ton A/C with gas or electric furnace

    Interior Finish

  • New sheetrock, tape, float, texture, & paint
  • New vinyl plank floor
  • New interior doors
  • New wall & ceiling insulation
  • New floor & door trim work
  • New bathroom fixtures (water closet, sink, walk-in shower)
  • New kitchen upper & lower cabinets, counter top, sink, & vented hood
