Why are Trade Permits (Mechanical, Electrical, and Plumbing) pulled for properties in Historic Districts required to get approval in person?

Trade Permits for properties in Historic Districts cannot be completed on-line and require a stamp from the Office of Historic Preservation. Once this stamp is received the applicant can then pull the permit in person with the permit writers. The Office of Historic Preservation requires photos for exterior work such as HVAC unit; installation and other exterior work that will result in a visual change.
