| Each department is required to provide the CITY OF SAN ANTONIO Building Manager with designated emergency contacts both for business hours and after hours. Each department should also have 2 designated Floor Safety Monitors (FSM) for their occupied areas. If these emergency contacts should change, please notify your department Designated Official and the CITY OF SAN ANTONIO Building Manager as soon as possible. | ||||
| Building Access Information | ||||
|
Balancing effective control of access for unauthorized persons and material while providing convenient access for authorized persons and materials is a challenge for any department. Areas of concern include pedestrian entrances, visitor screening, shipping and receiving areas, parking, utility spaces, mailrooms and corridors leading to restricted zones.
Factors affecting the means of controlling access include such things as the size and location of the facility and the nature of activities undertaken there. For example, the requirement to control access might involve either a series of administrative procedures such as having visitors sign in and out, and having employees show identification badges to security personnel, or a system whereby visitors must contact an employee who would come and escort them into the facility. Facilities with few employees might consider personal recognition techniques to determine authorized and unauthorized individuals entering their space. Departments may also consider electronic access control (e.g., card access, PIN access or biometric access control) to meet the requirement for mandatory control of access. A threat and risk assessment will determine the appropriate cost effective means to control access to a facility. The Police Department, reserves the right to deny entrance to anyone, at any facility or may remove any persons from any facility, In any case where the conduct of such person involves a hazard, nuisance to any occupant of the building, or to the general public, or in the event of a fire or other emergency or similar disturbance involving risk to the building, occupants or the general public. |

| Key/Card Usage | ||||
The Information Services & Technology Department manages security and key card access to facilities to control accountability and protects resources. In order to provide a secure building, the CITY OF SAN ANTONIO provides the following guidelines for key and card usage.

| Standard For Office Space, Furniture And Equipment | ||||
The standards incorporated herein apply to the design and allocation of new office space, or the future reallocation of existing office space and the procurement of new office furniture and equipment by the CITY OF SAN ANTONIO. These standards are not retroactive for existing allocations of space or existing office furniture and equipment.
Large, open work areas shall be furnished with systems furniture which consists of integrated workstations with shared, pre-fabricated walls. These systems usually have higher initial cost, but provide more flexibility for future reconfiguration at a lower cost than freestanding setting. Systems components are adjustable for ergonomic purposes, interchangeable and ultimately provide for the most efficient use of space. Work areas with traditional offices shall be furnished with modular furniture which may be used as integrated workstations or freestanding furniture in traditional offices or an open area. Modular furniture is equivalent in price and durability to traditional furniture and provides for more efficient use of space and more flexibility and ease or reconfiguration than traditional furniture.
Office space allocation criteria shall include: - The number of employees in the work area; - Accessibility requirements of any particular employees; - The type of work conducted in the space; - The complement of existing office furniture; - The amount of support space required; - The amount of total space available; and - Whether the space is new or existing space that has already been "built out".
Furniture (desks, bookcases, cabinets, etc.) shall be laminate (with laminate or steel base) or its future equivalent in price and durability. Laminate is composed of multiple layers of paper saturated with resin, and finished with a printed surface.
Accessibility/reasonable accommodations issues relating to office space, furniture and equipment shall be addressed under Reasonable Accommodations for Disabled Applicants and Employees.

| Building Directory/Signage | ||||
A THE CITY OF SAN ANTONIO maintained building directory may be displayed in the main lobby or floor.
Only building signage approved by THE CITY OF SAN ANTONIO shall be posted on walls and/or windows; A bulletin board or display case may be installed with prior approval of THE CITY OF SAN ANTONIO Facilities Management Division at approved locations for department, building or event notices; Notices, bulletins, circulars or other type of information may not be placed on any common area wall or door (common area is described herein as hall, lobby, elevator, restroom, break room or conference room). This restriction includes all adjoining doors and door frames. Notices may be placed in a break room, but they must be placed on a bulletin board and cannot be affixed directly to the wall with tape, pins or by any other method. All signage must be American Disabilities Act (ADA) compliant and meet all Texas Accessibility Standards (TAS) requirements. The State Surplus Property program assists departments in disposing of surplus items utilizing auctions, internet sales, and sealed bids. State Surplus maintenance technicians are available to move surplus property to the storefront. In addition, the maintenance technicians are available to perform furniture moves and modular workstation installation for an hourly fee. |

General Building Policies |
||||
| Smoking | ||||
Smoking is prohibited in all City owned facilities and vehicles. City owned facilities is defined as all indoor facilities that are owned or leased by the City where an employee performs any type of work. Employee(s) may not congregate within 15 feet from outside the entrances of City facilities to smoke.
Each department director is responsible for ensuring compliance with this policy. The Health Department is responsible for scheduling and coordinating smoking cessation classes. Immediate supervisors are responsible for scheduling employees who request to attend classes, so that the workload within their department is not affected or the health and safety of others is not jeopardized. | Use of Intoxicants | ||||
Employees shall not:
Employees cannot possess, use, nor distribute any substance regulated by the Controlled Substance Act, while on their duty and/or on City Property, unless such possession is related to official police business. Use or possession of a controlled substance under the direction of a licensed physician is allowed.
An employee using a prescribed intoxicant must notify their supervisor of the same. The employee will be referred to the Occupational Health Clinic for evaluation of all prescribed intoxicants. Based on the employee’s physician at the Occupational Health Clinic, the supervisor shall decide whether or not to allow the employee to perform their regular or assigned duty. If the employee is unable to perform their regular or assigned duty, the employee will be placed on leave until they are released and are able to perform their regular or assigned duty. Dependence on prescribed intoxicant is not an excuse for being unable to perform. Employees, who are repeated offenders, may be placed on suspension or even terminated. | Workable Access For Non-City Sponsored Business | ||||
|
This section outlines procedures to be followed by employees and relevant parties regarding non-City sponsored business to include events, activities and/or meetings, except as provided for in collective bargaining agreements.
The City relies on its employees to provide excellent customer service to the public so it is important that they and other relevant parties understand that employees must dedicate themselves to City business during paid work hours. Therefore, there shall be no solicitation of City employees in person, by email, by faxes or telephone, and no conduct of non-City sponsored business during working hours, except as designated by the Administrative Directive seen here: http://www.sanantonio.gov/hr/admin_directives/cosa/ads/AD4-45.PDF. | Weapons | ||||
Carrying a handgun without a concealed handgun license is illegal. No felon or any subject to certain orders may possess a firearm.
A license is necessary in order to carry concealed handguns. However, city departments may prohibit employees to do so on department’s premises by creating policies against possessing handguns (premises do not include parking garages, driveways, sidewalks, and streets). Possession of a handgun is prohibited while under the influence of any drugs or alcohol. |

| General Emergency Guidelines | ||||
| City buildings were designed to minimize the potential for accidents and to reduce damage in the event that one does occur. Safety systems are present in all city buildings. All Occupant Department Representatives have been provided a copy of the CITY OF SAN ANTONIO Evacuation Plans and Emergency procedure information. It is critical that each employee learns how to respond, should an emergency occur within any of the city-owned facilities. Department participation in the education of staff on how to respond in emergency situations is an important part of an organized response to emergencies. The training of such emergencies is the responsibility of occupant departments. It is the policy of the CITY OF SAN ANTONIO to do our best to provide occupant departments with a safe working environment, free of hazards that could cause or contribute to accidents, injuries or illness. | ||||
| Material Storage | ||||
Proper storage procedures are required for dry and raw materials, finished product flammables and compressed gases storage to prevent fires, keep exits and aisles clear and avoid injuries and illnesses. General rules for material storage are as follows:

| Guidelines For Moving In Or Out | ||||
Any furniture or office equipment moving shall be coordinated with the CITY OF SAN ANTONIO Building Manager. All movement shall be under supervision of the specific Occupant Department Representative. Please ensure the CITY OF SAN ANTONIO Building Manager has the moving company's contact information. Each department is to assume all risks as to damage to articles moved and injury to persons or property associated with a move. Prior to and after the move, an inspection of elevators, loading dock and other applicable building spaces will be made by the CITY OF SAN ANTONIO Building Manager to determine if any damage was caused by the moving contractor or the department which has been moving. The occupant department shall appoint a representative to be present during these inspections.

| Preservation of Property | ||||
The CITY OF SAN ANTONIO is a city filled with much history. It is everyone’s job to preserve as much as possible so that future generations can inhabit buildings in good conditions. The following items are prohibited on government property:

| Recycling | ||||
Collection of single stream recycle material will be provided. The CITY OF SAN ANTONIO also will collect upon request, Styrofoam packing material, electronics, batteries and toner/ink jet cartridges. Acceptable items in single stream bin includes:

| Management and Employee Housekeeping Responsibility: | ||||
|
All Employees share the responsibility for maintaining good housekeeping practices and following the established housekeeping rules. All Managers, Supervisors and employees will have the responsibility to monitor housekeeping as part of their facility safety program. Management has the additional responsibility to provide corrective action for violations with this program.
Office areas are to be kept neat and orderly. The following general rules apply to prevent injuries and maintain a professional appearance.

A department requesting the use of common areas such as the lobbies, atriums, exterior grounds or patios of the facility must follow the below guidelines:

| Conference Room Scheduling | ||||
Conference rooms in city-owned facilities are for official use only. Private use is prohibited. Reservations are scheduled on a first-come, first-serve basis. Departments may make their own reservations through a customize system depending on the building. Requests to serve food and/or beverages within conference rooms and common areas must be submitted to the Building Manager for prior approval.

| Energy Management/Utilities | ||||
The cost to THE CITY OF SAN ANTONIO associated with utilities to maintain city-owned facilities represent one of the largest expenditures of its general revenue funding. To assist in reducing these costs, occupying departments are mandated to meet certain energy reduction criteria. Departments shall cooperate in energy conservation by adhering to the following:

| HVAC | ||||
| Thermostats are set to 74-76°F during the summer and 68-70°F during the winter during occupied hours and 84-86 degrees during summer and 65 during winter unoccupied hours. If an area has special needs then contact your building manager. Educate on conservation of power (lights, computers, copiers, and other equipment) when not in use. Installation of any equipment that may affect the operation of the building must be approved by the City of San Antonio. | ||||
| Plumbing | ||||
| It is strictly prohibited to deposit coffee grounds, food, plant soil, sweepings, rubbish, rags, acids, excessive paper or other substances in sinks, toilets, water fountains or other plumbing fixtures. The CITY OF SAN ANTONIO does not provide garbage disposals in designated break room spaces. Food items must be disposed of in the provided trash receptacles. The CITY OF SAN ANTONIO may charge an occupant department for repair or replacement costs incurred from inappropriate use of plumbing fixtures. | ||||
| Electrical | ||||
| To report of power outages, contact CPS. The Building Manager will inform occupants in the event interruption to power is anticipated. Lighting elements will be provided by fire safety department. Personal lighting (desk lamps) will be the responsibility of the occupant. Any electrical or cable installation must be approved by the City of San Antonio prior to performing any work. All personal appliances are restricted from use without written permission from the City of San Antonio. Remember to turn off lights and office equipment when not in use and leaving for the day. | ||||
| Elevator Maintenance | ||||
| Elevators are not to be used during a fire alarm. Stairwell entrances and pathways for egress shall not be used for storage and doors should never be propped open. Remove all obstacles (including bicycles) in stairwells or in hallways of the building. | ||||
| Painting | ||||
| Painting services are provided on an as-needed or scheduled basis. Common areas (hallways and lobbies) may be painted more frequent as deemed necessary by the City of San Antonio. The City of San Antonio may charge occupants for painting expenses if the damages are the result of occupant’s negligence. | ||||
| Carpentry, Hardware & Floor Covering: (Maggie) | ||||
| Occupants are responsible for most of these type of services. All non-chargeable requests are subject to available funds. | ||||
| Pest Control | ||||
A non-commercial certified applicator dispenses pesticides/insecticides as needed throughout the facilities with special emphasis on the least toxic methods. Work involves providing effective services with the minimum amount of customer disturbance as possible. Pesticides consist of liquid mixtures, dust and solid baits. Services include:

| Ground Maintenance: (Maggie) | ||||
| Grounds Maintenance is responsible for the cleaning and maintenance of city-owned parking garages and surface parking lots. Staff strives to provide pleasant surroundings to city buildings that comply with earth-friendly recommendations and respect ozone action and water conservation efforts. Used plant pots and cuttings of mature landscape plants are traded for seasonal color plants to enhance the grounds. Plants are relocated to new areas when they are endangered by construction. Occupant department staff should properly dispose of cigarette butts in the appropriate receptacles and not place them in planters, flowerbeds, lawns or parking garages and surface parking lots. | ||||

| Building Modifications and Space Management | ||||
THE CITY OF SAN ANTONIO's Space Management Program is the single point of entry for all space allocation requests. The Space Management Program provides five (5) basic services:
The Space Management Program provides pre-design and coordination scheduling for major construction projects and publishes the Facilities Master Plan, which identifies capital improvement projects outlining needed major building repairs, and reports facilities data to the legislature. The Space Management Program also evaluates individual requests for space and construction projects which involve architectural modifications. Any and all plans accompanying a request must be submitted to THE CITY OF SAN ANTONIO in an electronic format. Whenever changes are made to the configuration of modular furniture, changes made should be forwarded to the Space Management Program in an electronic format. The Space Management Program’s architectural staff prepares plans, specifications and estimates on a cost-recovery basis and coordinates these activities. | Facilities Management Division | ||||
Other services may be provided to the occupying department when requested and approved by the CITY OF SAN ANTONIO Facilities Management Division. An estimate will be prepared for the total cost of services if the occupant department is to be charged for the cost. The designated department contact person must approve estimates. The CITY OF SAN ANTONIO provides periodic inspections of equipment to uncover conditions that may lead to equipment breakdown or incorrect operation. The CITY OF SAN ANTONIO makes every attempt to take immediate corrective measures to prevent the malfunction or costly replacement of this equipment.
The CITY OF SAN ANTONIO completes capital improvement needs for each of the city-owned facilities on the CITY OF SAN ANTONIO inventory. The projects consist of cost effective measures to decrease risks, reduce liabilities and to maximize the efficiency of city-owned facilities. Projects included must meet the following criteria:

| Violence In The Workplace | ||||
|
The CITY OF SAN ANTONIO is committed to maintaining a workplace that is free from hostility, violence or threats of violence. The City has a zero-tolerance policy for workplace violence and will not tolerate hostile acts, threatening or violent behavior or verbal or physical threats in the workplace or on City property. Violation of this policy could result in disciplinary action up to and including termination. This applies to all employees to include civil service, non-civil service, and uniformed personnel while they are in the City buildings and property whether or not on duty.
Possession of weapons is strictly prohibited unless such possession or carrying of weapon(s) or concealed handguns is in the course and scope of the employee’s duties, authorized by appropriate authority, and is work related. In addition, the City will not tolerate retaliation against an employee who reports workplace violence or the threat of violence or who reports the possession of weapons by an employee. | Letter Bombs | ||||
|
Letter bombs are designed to travel safely, but to explode when opened or triggered by other mechanical or electrical means; and one common type of letter bomb consists of two (2) to five (5) ounces of plastic explosives with a pencil shaped metal fuse pressed to its center. Explosives usually measure approximately 5-3/4" x 4-3/16."

| Life Safety Guidelines: All occupants will comply with the LIFE SAFETY GUIDELINES | ||||
The CITY OF SAN ANTONIO is responsible for the safety and security of city-owned facilities included in its inventory. Cooperation and support from occupant departments is necessary to ensure that the Life Safety Guidelines outlined below are met.
Corridor doors shall be kept closed when not in use. Exit doors and access to exit doors, elevators, stairwells, corridors or other public spaces shall be kept clear at all times. Bicycles are only permitted and stored at designated areas. Open flame items, including candles and incense, are not permitted in city facilities for safety reasons. Incense or other odors may mask indicators of trouble spots or electrical wiring problems. Additionally, an employee who may enjoy the smell of a non-burning scented product may have co-workers who are sensitive to or object to the scent.
The CITY OF SAN ANTONIO wishes to provide a hazard-free working environment for all city employees. THE CITY OF SAN ANTONIO is asking for your support with the removal of all unauthorized and potentially hazardous appliances within the office work space. Failure to comply may result in notification to the City Fire Marshal or Department Management to ensure compliance.
Persons with special circumstances, who may require the use of space heaters, may need to be relocated and/or will be required to provide a doctor’s prescription to obtain approval from THE CITY OF SAN ANTONIO. If approved, the occupant department will be responsibleto purchase a new UL-listed space heater, and will be responsible for all costs incurred to run the dedicated circuit to supply the power to the space heater. Under no circumstances will the space heater be plugged into modular furniture. To eliminate electrical interference that can adversely affect computers, a separate circuit is provided in your workstation. An outlet marked with the number three (3) is reserved for your PC. Another outlet marked with the number two (2) is for general use. Please do not plug anything other than computer equipment into the number three (3) outlet.
