Racial Profiling |

Texas SB 1074, which became law on 09/01/2001, prohibits racial
profiling by Texas peace officers, and requires agencies to collect
stop data beginning on 01/01/2002.
Article 3.05 of the Texas Code of
Criminal Procedure defines Racial Profiling as:
"A law enforcement-initiated action based on the individual's race,
ethnicity, or national origin rather than on the individual's behavior or on
information identifying the individual as having engaged in criminal
activity."

RACIAL PROFILING DATA ANALYSIS STUDY
|

The San Antonio Police Department began collecting Racial Profiling Data in
2002. The Department applied for and received a
grant from the U.S. Department of Justice and voluntarily commissioned a study
of its Racial Profiling Stop Data. In 2003, Dr. John Lamberth of
Lamberth Consulting completed his study of the 2002 stops data.

On January 15, 2004, Dr. John Lamberth of Lamberth Consulting and
SAPD Chief Albert Ortiz presented the Racial Profiling Data Analysis Study
to City Council "B" Session using the Power Point presentations
