TACTICAL RESPONSE UNIT

The SAPD Tactical Crime Response Unit (TRU) is under
the Tactical Services
Division. Captain James Flavin
(e-mail) heads the TRU, assisted by
Lt. Joe Salvaggio. TRU targets areas of the City that have concentrations
of violent crimes, drug activity and gang activity. |

TRU relies on crime
data and intelligence concerning crime activities gathered from reports,
from officers in the field, and from residents of troubled neighborhoods.
TRU teams then focus on a Target Area, saturating the area with police
officers, conducting interviews with persons in the area, and arresting
criminals. |

TRU targets
persons involved in street crimes or
narcotics crimes and persons who have outstanding warrants. Whenever
one TRU unit makes a stop, 2 to 5 additional units immediately
arrive to assist. TRU officers are highly visible in
neighborhoods, deterring criminal activity as they target criminals.

| TRU officers utilize a variety of tools as
they target crime, including the SAPD K-9 Unit, the Helicopter Unit,
search warrants, and on-site narcotics testing, along with hands-on
interagency cooperation of federal, state and county agencies. Officers
from federal agencies such as ATF and DEA work closely with TRU, as well as
representatives from the District Attorney's office, the Texas Alcoholic
and Beverage Commission (TABC), the Adult and Juvenile Probation Departments, and
other local law enforcement agencies.
