The San Antonio Police Department began collecting Use of Force
Reports in 1998. The Department applied for and received a
grant from the U.S. Department of Justice to commission a study
of its Use of Force (UOF) Reports. In 2003, Dr. William Terrill of
Northeastern University (Boston) completed his study of 18-months
of UOF Reports (July 1, 2001 through December 31, 2002). Dr. Terrill's
"UOF Analysis", with the "San Antonio Police Department's Response" to
Dr. Terrill's study, are contained in the combined
