1970: * SAPD = 906 Sworn Officers
1970: * 09/04/70: Death of Guadalupe Martinez
1971: * Helicopter Unit begins (as joint operation with Bexar Co.)
1971: * Emil E. Peters becomes Chief of Police (10/02/71)
1972: * Additions begin to Police HQ Bldg. (completed 1973)
1972: * 05/18/72: Death of Antonio Canales
1973: * Regional Crime Lab established as unit of SAPD
1973: * Use of radar to monitor traffic
1973: * Collective bargaining begins
1973: * 01/14/73: Death of George Jacobs
1973: * 06/30/73: Death of Russell Spannagael
1974: * Began issuing portable radios to officers
1974: * Began CAD (Computer Aided Dispatch); Computer access to NCIC and TCIC.
1974: * 06/27/74: Death of Harry Brackman
1974: * Neighborhood Watch Program begins.
1974: * Police Explorer Scout Troops active.
1975: * SWAT (Special Weapons and Tactics Unit) created
1975: * SAPD Helicopter Unit established.

1976: * Second Mobile Crime Lab added
1977: * Emergency 911 service approved (operational in 1979)..
1977: * SAPD purchases new Hughes 369-H Helicopter
1977: * 08/13/77: Death of Eloy Gonzales
1978: * First full substation established: West (on Culebra)
