American’s with Disabilities Act (ADA)

Public Works has embarked on the creation and implementation of the City’s first ADA pedestrian transition plan. 

  • Work on the plan’s framework and implementation approach began in May 2008

  • City-wide staff are currently involved in the full plan review and implementation

ADA Plan – Mission, Goals, Objectives

The plan’s mission is to provide a walkable community environment of sidewalk and crosswalks that are ADA compliant and available to all citizens. The plan’s developed framework is all encompassing and contains 6 main goals.

Goal Objective
1 Enforce existing regulations and policies for all new sidewalk construction.  Ensure ADA compliance for all new sidewalks installed including audible pedestrian signals.
2 Provide curb cuts/ramps for access to sidewalks when a street is altered. Incorporate compliance through City's 5 Year Infrastructure Management Program.
3 Evaluate and track sidewalk and street constructions accordance with appropriate regulations and identify necessary changes to make them ADA compliant. Ensure connection and consistent paths of travel, sidewalk linkages (bus stops, schools, etc.
4 Enforce policies requiring property owners (homeowners and businesses) to maintain sidewalks, curbs and driveways to ensure sidewalk accessibility. Address the removal of sidewalk obstructions and sidewalk maintenance.
5 Provide solutions to common, resolvable ADA complaints IN PARTNERSHIP WITH the Disability Access Advisory Committee (DAAC) and other affected citizens. Create a targeted response to grievances, citizen requests and delivery.
6 Recognizing the unique characteristics of San Antonio's Central Business District (CBD), create and implements a CBD specific ADA Pedestrian Compliance Plan. Ensure safe and accessible paths of travel downtown with compliant sidewalks and curb ramps, free of multiple street elements, obstructions and gaps.

  • $10.4 million in ADA infrastructure improvements in 2008-2009 Annual Budget to include audible pedestrian signals, sidewalks and ramps. 

  • Beginning this fiscal year, IMP street maintenance (alteration) projects will have curbs ramps added where there are none and improved where the existing ramps are not compliant. 

  • Beginning in Fiscal Year 2010, goal is to begin revisiting 2007 and prior alteration projects to add ramps and correct those not in compliance.
