Approved by City leaders on December 13, 2007, the revised Chapter 5 Ordinance institutes a permitting process for variety of animal related concerns. Effective March 1st, 2008, there will be new permits governing areas like animal related businesses as well as residential pet concerns like litter permits, excess animals, livestock and cat colonies. Permits related to intact or unsterilized animals will not go into affect until January 1st, 2009. Litter Permit Application
This permit is necessary for anyone whose female dog or cat has a litter; the permit must be obtained prior to or within ten (10) business days of the litter’s birth.

Intact Animal Permit Application - Effective January 1, 2009
This permit will be necessary for any dog owner who wishes to keep their animal intact.


Commercial Animal Permit Application
This permit will be necessary for all pet shops, grooming shops and commercial kennels and catteries.

Residential Animal Permit Application
People seeking a cat colony permit, excess animal permit, or livestock permit will need to fill this form out.

Horse and Carriage Business Permit Application

This permit will be necessary for all horse and carriage businesses. If you need permitting for this, please contact the Ground Transportation Unit of the San Antonio Police Department at 210.207-7482 for more information.
