The Mayor's Vested Rights Task Force

The topic of vested rights has been of great interest to the community, including developers, landowners, neighborhood associations and environmental groups. Of specific concern is the City of San Antonio's construction and application of Chapter 245 of the Texas Local Government Code and the San Antonio City Code provisions regarding vested rights.  

On September 1, 2004, Mayor Ed Garza appointed a seven (7) member task force, composed of three (3) members of the City Council and four (4) members of the Planning Commission. The task force has been asked to  identify significant legal issues raised by city policies, procedures, and requirements related to claims of vested rights under state law and the city code, and to develop recommendations on these issues for consideration by the City Council. Mayor Garza appointed Planning Commissioner Chair Susan Wright to head this task force. Other members are:  Councilman Carroll Schubert, Councilman Julian Castro, Councilman Art Hall; and Planning Commissioners Robert Hunley, Mitch Meyer and Dr. Francine Romero.
