TERMINAL EXPANSION/PARKING EXPANSION PROJECT
Future requirements for vehicle parking are currently being addressed with the design of a new long term/short-term garage.  HNTB is the design architect on this project.  The City is proposing a new parking facility consisting of a five-story garage, with approximately 2,260 long-term parking spaces and 660 short-term parking spaces.  The project will include a 45,000 square foot ground transportation center and pedestrian access to terminal facilities.  This expansion is expected to meet demand through 2013. 
AIRFIELD
In order to meet future airport capacity requirements, City the of  San Antonio completed a 20-year Airport Master Plan, that was approved by the Federal Aviation Administration in 1998.  The Aviation Department, subsequently completed a Noise Study in 2002 in its efforts to mitigate noise impacts on airport neighborhoods.  A Land Use Study is currently in process and will assist the City in planning and zoning for future developments near the airport.

These initiatives have now brought the city to the final process before implementing airfield capacity projects.  An Environmental Impact Statement (EIS) is currently underway to assess the environmental impacts associated with the capacity enhancing runway/taxiway expansion projects.  Public involvement is ongoing throughout the project and is conside0B5B97 essential to the successful completion of these projects.

Policy Requirements

CERTIFICATION

A "unified certification" process, herein refer0B5B97 to as the Texas Unified Certification Program ("TUCP") , was created in response to a mandate to implement a "one stop" certification process for Disadvantage Business Enterprises ("DBEs").  The City of San Antonio is a member of the TUCP and utilizes the services of the South Central Texas Regional Certification Agency ("SCTRCA"), which uses the certification standards of 49 CFR Parts 23 and 26 to determine the eligibility of firms to participate as DBEs in federally-assisted contracts.  The City will recognize all DBES certified by the TUCP throughout the State of Texas.  To be certified as a DBE, a firm must meet all certification eligibility standards.  However, certification does not guarantee the award of City contracts. 

If your firm is certified as a DBE, your business:

  • Will have the opportunity to bid on contracts for all Department of Transportation (DOT) modes statewide (Aviation, Highways, and Transit). 
  • Will have access to information on statewide DBE contracting opportunities. 
  • Will be listed in a DBE directory which will be posted on the internet and updated monthly.
