General Aviation Guide To Customs Processing On December 3, 2004, President George W. Bush signed H.R. 1047, the Miscellaneous Trade and Technical Corrections Act of 2004 into law. This legislation included a provision to designate San Antonio International Airport (SAT) as a U.S. Port of Entry where private aircraft may land for processing by the U.S. Customs and Border Protection Service (CBP). This means general aviation aircraft operators no longer must stop in Laredo or Brownsville to clear CBP, if San Antonio is their final destination. In March 2008, this designation was made permanent.
U.S. Customs and Border Protection Contact Information and Instructions Pilots must phone U.S. Customs and Border Protection (CBP) at (210) 821-6965 to request landing rights no later than one hour before the aircraft penetrates U.S. air space. Failure to do so will result in a penalty. All nonstop aircraft from outside the U.S. will taxi to Gate 1 at Terminal 1 for CBP clearance. San Antonio CBP?s hours of operation are: 0800-2200. In an effort to expedite Customs clearance, the aircraft operator is encouraged to fax Customs Form 178 PAES (Private Aircraft Enforcement System) to the San Antonio CBP office prior to departing the origination point. The CBP fax number is: (210) 821-6968. If San Antonio is not the final destination, an Overflight Exemption must still be filed and approved by the San Antonio Port Director with the CBP office at least 15 days prior to arrival for a one-time visit and a least 30 days prior to arrival for a year-long exemption.
