Small Business Economic Development Advocacy (SBEDA) Program

     The City has a Small Business Economic Development Advocacy (SBEDA) Program. The SBEDA Program was designed to provide contracting opportunities and assistance to small, minority and women-owned business enterprises.  Provisions relating to definitions, program goals, certification, monitoring and enforcement can be found in Ordinance 100182.

City Funded Projects

     The Aviation Department also works closely with the City's Public Works Department and Economic Development Department to ensure that qualified local, small, minority and women-owned businesses are involved to the greatest extent feasible in the City's construction, professional service and other discretionary contracts.  Pursuant to Ordinance #69403, the City of San Antonio, its employees, contractors and subcontractors shall not discriminate on the basis of race, color, religion, national origin, sex, age, or handicap in the award and performance of contracts. Violation of this ordinance is a criminal offense and subject to penalty.

Local Certification

     We encourage certified small, minority-owned (MBE), women-owned (WBE), and African-American owned Enterprises (AABEs) to participate in the City's concession, construction, and professional service contracts. A certified firm is included in a directory that is provided to prime contractors/consultants seeking to subcontract with City-certified vendors.

     The City also utilizes the services of the South Central Texas Regional Certification Agency to certify firms as MBEs, WBEs, AABEs, or SBEs per the certification eligibility standards in Ordinance 100182.
