The Vertical Division is managed by the City Architect's office (CAO). The CAO supervises the architectural design and construction of facilities for the City of San Antonio, such as major downtown projects, fire and police stations, libraries, parks and community facilities. Furthermore, CAO provides support to many City departments in facility master planning and implementing their programs and space needs.
Pre-Design
  • Evaluate departmental request
  • Site selection and facility/site investigations
  • Develop facility space program
  • Develop preliminary project budget / estimate
  • Prepare Request for Qualification for Architect/Engineer selection
  • Advertising for project
  • Assist in selection of potential Architect/Engineer
  • Negotiate A/E scope and fees
  • Develop Contracts/Ordinances
  • Provides technical support, e.g., architectural, landscape architectural, engineering (geotechnical, GIS, MEP, civil, structural, environmental, and surveying)
  • Communicate between consultant and user department for success
  • Provides project related information as needed
Design
  • Standard Detail Drawings
  • Review consultant's program with user department.
  • Schematic discussion with Consultant.
  • Consult/assist with presentation to Historical Design Review Boards and/or other public entities as needed.
  • Schedule preliminary design reviews with Development services.
  • Ensure environmental, historical, and archeological assessments.
  • Review submitted SD and recommends proceeding with Design Development.
  • Review/recommend consultant's invoice for payment.
  • Review Design Development and opinion of probable cost.
  • Recommend proceeding with Construction Documents (CD). 
  • Review Documents for Construction.
Procurement
  • Advertising project for bids
  • Coordinates Pre-Bid conference
  • Evaluates Consultant's Review of bid packages
  • Consultant makes recommendation
  • Assist in formalizing Ordinance and Contract
Construction
  • Pre-construction conference/Issues notice to proceed
  • Coordinates with user when construction can begin
  • Attends construction meetings
  • Review contractor's monthly pay applications
  • Assist user with any proposal requests
  • Review and approves GC's change orders
  • Approves Council change orders
  • Assist with punch list inspections
  • Assist substantial & final completion
  • Assist with certificate of occupancy
  • Closeout project
  • Warranty period
  • Ensures file retention and library management of all project related documents
