City South (CSMA) is a management authority
created by the City of San Antonio in 2005 to provide a regional vision for sustainable growth within
a 63 square mile area in the southern part of San Antonio and Bexar County. Appointed by the San Antonio
City Council, Bexar County Commissioners, and East Central, Southside and Southwest independent school
districts, the authority’s members are a unique, regional partnership that promotes sustainable growth
and development.
CSMA, through a community planning process, promotes the development of
planned communities that incorporate lifecycle housing, walkable streets
and trails with bicycling, integrated retail and office uses, low-impact
storm water practices, and other cutting edge features. As a way to enjoy
the best of the city and the country, CSMA encourages the stewardship of
undisturbed natural areas, historic sites and agricultural lands, and has
promoted efforts to extend “green infrastructure” throughout City South as
an appealing amenity for its users. CSMA has supported the development of
sustainable communities and conservation subdivisions through coordinated
regional actions including city tax increment finance zones, county public
improvement districts, and development agreements.
To encourage new industry and commerce providing higher paying jobs,
these regional partners have facilitated the establishment of Toyota’s
manufacturing plant, a new Texas A&M University campus, solar farms, and
transportation related industries through significant local and state investment,
fee waivers, tax phase-in programs and compatible land use planning to promote public
health and safety. Based on community consensus and adopted policy on how City South
should grow, CSMA plays an integral leadership role as a regional planning authority.
