CSMA Background


The City South Management Authority (CSMA) is a duly constituted Defense Adjustment Management Authority and political subdivision of the State of Texas. CSMA was established by the City of San Antonio for the purpose of fostering economic opportunity, job generation, and capital investment by promoting a favorable business climate and preparing the workforce for productive employment in the area of the Authority.

Board of Directors:

15 members, six appointed by City of San Antonio, six by Bexar County, and three appointed collectively by Southwest, East Central, and Southside ISD.  To see current Board Members click here…

image  Use innovative planning, design and financing principles to address infrastructure needs
image  Support economic development, create sustainable communities and promote unique historical, cultural and environmental assets

 

Physical Description:

60+ square mile area bounded by I-410 on the north, I-37 on the east, I-35 on the west and generally a line 1,350 feet south of the Medina River, and extending in part to Loop1604 to the South. See Map

Role:

image  Central repository for City South plans from various organizations
image Coordinate planning efforts from various entities that have responsibility for development
image  Finance infrastructure development for projects such as: roads, streets and bridges, water production, sewage or solid waste disposal facilities, or other public works
image  Encourage compatible land use patterns through its Municipal Zoning and Platting Authority and provide procedures for residents to apply for future zoning changes
image  Create economic development and job creation and retention programs
image  Acquire, develop, and own permanent improvements, research and development facilities, manufacturing and warehousing and distribution facilities

image  Issue bonds and notes following approval from COSA City Council

 

Timeline:

image  October 2002 - Urban Land Institute (ULI), a nonprofit education and research institute evaluates market potential and develops a vision for the area
image  January 2003 – City of San Antonio annexes 57 square miles as a limited purpose annexation and later adds another 6.4 sq. miles
image  Spring 2003 – Community provides vision to guide future development through a series of public meetings and a planning charette
image Summer 2003 – San Antonio City Council adopts the City South Community Plan, City South Land Use Plan, and Flex Zoning Districts
image  May 19, 2005 – San Antonio City Council creates City South Management Authority
image  December 2005 – City South Management Authority (CSMA) has its first board meeting
