Zoning

City South Management Authority (CSMA) was created to oversee the compatible land uses within its boundaries and to support the vision of the City South Community Plan and now superseded by the Heritage South Sector Plan. Zoning helps ensure development occurs in a responsible manner and encourages compatible land-uses for the health, safety, and welfare of its citizens.

Zoning Change Process

For zoning change requests determine if the property is within the city limits or outside the city limits.

CSMA Area 2 & 3

For properties within CSMA boundaries and inside city limits (CSMA area 2&3), the zoning change request process is as follows:

a.) Zoning application submitted to  Development Services Department

b.) City Zoning Commission recommends to City Council

c.) CSMA Board recommends to City Council

d.) City Council makes final decision

CSMA Area 1, 4, 5, 6, & 7

For properties within CSMA boundaries and outside the city limits (CSMA area 1, 4, 5, 6, & 7) the zoning change process is as follows:

a.) Zoning change application submitted to Development Services Department

b.) CSMA Zoning Commission recommends to CSMA Board

c.) CSMA Board makes final decision

Plan Amendments

A zoning change may require a plan amendment depending on the type of zoning change requested.  Contact the Department of Planning and Community Development for further information. To reach by phone call (210) 215-9126.

Board of Adjustment

The Board of Adjustment hears proposals of variances and appeals to the zoning regulations and the Unified Development Code.  For additional information contact the Development Services Department

Overview of Zoning Classifications

Most of the zoning classifications within City South are Flexible Zoning Districts as found in the Unified Development Code of San Antonio.  To find examples of Flexible Zoning Districts and their application and to learn more about the range of allowable uses within each district, click below.  At the City of San Antonio Interactive Map you will find the property's zoning classification.  If the property is outside of the city limits the classification will have a "CSMA" distinction following the code (e.g. "UD" CSMA).
