REMINDER OF SEMI-ANNUAL FILING DEADLINES
Under the municipal campaign finance code, these reports are required to be filed though an electronic filing system available to filers through the Internet. The format of the electronic forms on which the data will be entered will be the same as paper forms previously used.
The reports to be filed electronically are as follows:
January 15 Semi-Annual Report. This report covers the period beginning July 1, the day the officeholder takes office, or the first day after the period covered by the last report required to be filed, as applicable, and continuing through December 31.
July 15 Semi-Annual Report. This report covers the period beginning January 1, the day the officeholder takes office, or the first day after the period covered by the last report required to be filed, as applicable, and continuing through June 30.
NOTE: If you are ever confused about the beginning date for a required report, remember this cardinal rule for reporting: There should never be gaps between reporting periods, and generally, there should not be overlaps.
To obtain a password to use the electronic campaign finance filing system, please submit a completed Password Request Form to the Office of the City Clerk, P.O. Box 839966, San Antonio, Texas 78283-3966 or in person at City Hall, 2nd Floor, 100 Military Plaza.
Filers who accept no more than $20,000 in contributions or who make no more than $20,000 in expenditures in a calendar year may apply to “opt-out” of electronic filing upon filing an affidavit stating that the filer does not use computer equipment to keep current records of contributions or expenditures. Please submit the completed Exemption Affidavit Form to the Office of the City Clerk, P.O. Box 839966, San Antonio, Texas 78283-3966 or in person at City Hall, 2nd Floor, 100 Military Plaza.
In order for electronic and hard copy reports to be considered timely filed, the report must be received in the Office of the City Clerk no later then 5:00 PM on the respective due date. Hard copy reports are considered timely filed by mail if the document is properly addressed with postage or handling charges prepaid and bears a postmark or receipt mark of a common or contract carrier indicating a time before the deadline.

The rule for filing is that once a campaign treasurer is appointed, campaign finance reports must be filed in accordance with the filing schedule until such time as a final report or a dissolution report is submitted. Withdrawing from an election, being disqualified as a candidate, being defeated in an election, or being affected by term limitations do not absolve a candidate, officeholder, or a specific purpose committee treasurer from the requirement to file. Only the submission of a final report or a dissolution report releases you from the responsibility to file.
