Director, Animal Care Services (ACS), presented a briefing on progress and
improvements at the Animal Care Facility. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>He spoke to operations, personnel a=
nd
communications issues.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He sta=
ted weekly
supervisor meetings are now being held to address items in a timely
matter.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He noted the entire
facility is being steam cleaned and disinfected to reduce illnesses in
contained animal.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He added new
cleaning protocols were implemented and that all dogs are now vaccinated up=
on
arrival.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He stated that due t=
o the
volume of incoming animals, illness prevention poses a challenge.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Related to the euthanization proce=
ss,
new protocols were implemented to effectively and humanely handle the
process.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He stated a Quality
Assurance Committee is now in development, to ensure all standards and
protocols are monitored and reported upon.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>He stated various organizational appointments and structural changes
that are being implemented to increase accountability.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He also added that steps are being=
 taken
to fill numerous vacancies within the department.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He reported that two independent
evaluations of ACS resulted in 25 recommendations for improvements.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He noted that many of the recommen=
dations
are completed or in-process, but some will require postponement until Fiscal
Year 2007.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He stated that int=
ernal
and external communications issues are also being addressed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He concluded by stating that great
strides will be made to make ACS a no-kill facility. </p>

stated the proposed ordinance was to approve adjustments to the CPS Energy =

schedules and miscellaneous fees which were needed as a result of increased
expenses incurred since the last gas base rate adjustment in 1991.</p>

<p class=3DMsoNormal style=3D'text-align:justify'>Ms. Norma Solis, CPS Ener=
gy representative,
made a presentation on the gas rates changes being considered. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>He stated there was no increase in =
base
rate since 1991, citing the impact of inflation on expenses.&nbsp; He addre=
ssed
the slow customer growth rate and the decline in average residential gas
consumption.&nbsp;&nbsp; He noted the steps taken to mitigate rate increases
such as the process improvements to improve efficiency and reduce costs; im=
plementation
of new line/main extension policy, aggressive marketing efforts to enhance
growth, the process followed and the financial impact to customers.</p>
