Sheila D. McNeil currently serving her second term in office as a City Councilwoman, where she proudly represents her native community. Holding a Bachelor’s degree in Social Work and a Master’s degree in Public Administration, she has served her community for over 17 years.

After completing a successful re-election to City Council District 2 under her belt, her responsibility has been expanded through the appointment as chair of the San Antonio-Bexar County Regional Metropolitan Planning Organization, the City Council Infrastructure and Growth Committee and the Inner-City Tax Increment Refinance Zone # 11.

While addressing the needs of the District 2 community, Councilwoman McNeil has spearheaded some very exciting community initiatives. Seeing the need for more community involvement for the success of our students, she initiated an education campaign, “Education on Demand”; in an effort to be proactive in addressing the issues of public safety, she created and initiated with the help of the major stakeholders, the East San Antonio Crime Prevention Coalition. Most recently a Safe Streets Summit (Anti-gang Activity Summit) and a Faith-in-Action Coalition to strengthen the relationship between community and church urged to address the increase in gang activity.

Councilwoman McNeil has been instrumental in bringing major economic development projects to the community that has a history of decline such as the relocation of Rackspace to Windsor Park Mall, Friedrich Building re-development, Staybridge Hotel, Oscar Eason Senior Development, Railroad Quiet Zone, Frank Bryant Health Clinic, Comfort Inn Suites Hotel, Rosillo Ranch TIF Creation, Economic Development Grant, BRAC 2005, Creation of Black Contractors Association and Vidorra Condominiums.
