Welcome to the City of San Antonio,
Development
Services Department. My department is
responsible for protecting the health, safety and quality of life of San
Antonio's citizens. Through regulation of land and building development
and the enforcement of property maintenance and quality-of-life related
codes, my department facilitates an efficient and effective development
process that supports economic development.
In 2010, Development Services
received accreditation by the
International
Accreditation Services
(IAS). This accomplishment stems from my
department's commitment to operating with the highest legal, ethical and
technical standards; making San Antonio a great city to develop property
and relocate or expand local businesses.
My department is made up of three divisions,
Land
Development,
Plan Review and Field Services, all of which are accountable for and
strive to always meet the highest performance levels available.
Together, we are responsible for granting authority to develop land,
construct and occupy buildings. Specifically,
my department is responsible for
rights determination,
subdivision
mapping/parcel addressing,
zoning
and
subdivision
administration,
building code
enforcement,
contractor
licensing and registration,
landscaping,
tree
preservation,
sign regulation,
and
traffic impact
analysis.
Along with facilitating land and building development, my department
also manages programs that support
property
maintenance,
dangerous structures
and
graffiti,
ensuring for a safer community.
Additionally, Development
Services provides administrative and technical support to boards and
commissions that direct and review issues on land development,
construction regulations and property maintenance. These boards include
the Building-Related and Fire Code Board of Appeals and Advisory Board,
Board of Adjustment,
Zoning Commission, Planning commission, and Building Standards Board.
Partnering with our community to build and maintain a
safer San Antonio is something I believe in, and together, we can
achieve this. To help us, the department's fundamental goals are as
follows:
1. Protect the health, safety, and quality of life of
the San Antonio community - the department supports participation in the
development of building-related codes at a national level and seeks best
practices in the enforcement of building codes, while maintaining
accreditation with IAS.
2. Improve cycle time for permits
and inspections - staff strives to meet the department's performance
measures for plan/plat review, inspections, and other customer service
activities. Staff's
performance
measures
are posted each month to the department's web site.
3. Ensure consistency and quality
of inspections - the department has a keen focus on training and staff
certification and operates the
San Antonio Building Codes
Academy (SABCA).
SABCA was established to
bring high-quality educators and necessary building-related codes
training to not only City staff but also other code officials, design
professionals, builders, tradesmen and building owners. SABCA is
currently sponsoring training seminars in the spring, fall and winter of
each year.
4. Maintain a customer service
philosophy - the department upholds a strong commitment to customer
service and seeks to enhance the development process. I invite you to
