Empowerment Zone

The Empowerment Zone Governance Board is composed of (17) seventeen members appointed by the City Council.  The Board is representative of various stakeholder groups throughout the Empowerment Zone such as; residents, small business owner, small business lender, community-based organization, education, and workforce.   Board members serve for (2) two years with the option to re-apply for nomination for a maximum of (3) three terms.

The Empowerment Zone Governance Board was created in 2004 to assist and advise City Council and City Staff in the implementation of the SA Empowerment Zone Strategic Plan. The board oversees outreach efforts to businesses, residents, tax and real estate professionals, making recommendations to City Council on EZ facility bond projects and how the City can leverage federal tax incentives  to maximize the Empowerment Zone designation through December 2009.  Monthly meetings are regularly held on the third Wednesday at 9:00 a.m. at the Development and Business Center, located at 1901 S.
