Plans, directs, manages and oversees all activities and operations of
the Human Resources Department. Acts as primary point of contact
for City Management and City Council. Serves as Director of Fire
Fighters and Police Officers Civil Service and Secretary to the Fire
and Police Civil Service Commission and serves as Secretary to the Municipal
Civil Service Commission. Participates in collective bargaining
negotiations and labor/management activities for non-uniformed employees. Coordinates
and manages all executive level vacancies with the City Manager’s
Office. |
Classification and Compensation

Conducts market research to determine competitiveness and employee equity
through maintenance of a fair classification and compensation system
in an effort to provide equitable compensation that attracts and retains
competent, qualified employees at all levels. Monitors and offers
guidance in the administration of the Employee Performance and Development
(EPDP) System, which better links employee performance with organization
mission and goals. Coordinates the City’s performance pay
process.

Customer Service and Communications

Coordinates access to a full range of benefit programs offered to City
employees, retirees, the Mayor, City Council members, and eligible family
members. Responsible for education and customer service of the
following programs: the self-funded indemnity health care plans, vision
plan, dental plans, life insurance plan, Texas Municipal Retirement Program,
Employee Assistance Program, Extended Sick Leave Program, deferred compensation
and voluntary benefits coverage. Facilitates and coordinates Open
Enrollment briefings to educate employees, retirees, and their eligible
family members on the annual benefits program options. Assists applicants
with information regarding City of San Antonio employment opportunities
and directs visitors to appropriate locations and resources. Coordinates
open records requests and media inquiries for the department. |

Evaluates and implements plan design and plan changes to control cost
and offer a comprehensive benefit package to attract and retain employees. Monitors
contracts to ensure delivery of services and compliance with performance
measures to include annual internal audits of Third Party Administrators
(TPA). Performs medical bill audits and utilization review to contain
claim expenses while coordinating patient care. Facilitates periodic
benefits reviews, surveys, vendor reviews and request for proposals to
maintain competitive programs and manages and monitors department-wide
contracts. |
Employee and Labor Relations

Coordinates and provides administrative support to the Consultation Ordinance
Employee-Management Committee with the goal of increasing communication
and understanding of the City’s personnel rules, policies and procedures. Strives
to ensure consistent application within the organization by assisting
employees and supervisors in dealing with non-uniform labor relation
issues at all levels. Provides guidance regarding when employee
associations such as SEIU, NAPE, SAPPOA, and AFSCME should be allowed
to participate in meetings regarding employment actions/department procedures. Attends
all meetings with Department Directors/Assistant Directors and employee
associations. Attends at the HR Generalists request, other meetings
with employee associations as needed.
Coordinates disciplinary hearings (suspensions/terminations) for non-uniformed
employees appearing before the Municipal Civil Service Commission. Supports
the Municipal Civil Service Commission to include attending weekly
meetings, scheduling hearings, preparing minutes and agendas, issuing
subpoenas, and coordinating witnesses. Supports the Police and
Fire Civil Service Commission to include attending weekly meetings,
conducting special projects, subpoenas, and recording of hearings. Maintains
all official Civil Service records and files. Coordinates
with the American Arbitration Association (AAA) to facilitate arbitration
hearings and provides administrative support to include preparing minutes
and agendas, scheduling appeal and arbitration hearings, issuing subpoenas,
and coordinating witnesses.
Coordinates and administers Testing contracts for the development and
validation of entrance and promotional testing of uniformed personnel,
and conducts examinations in accordance with Civil Service requirements
and collective bargaining agreements. Provides coordination and
administrative support to the Affirmative Action Advisory Committee. Prepares
updates of the City’s Affirmative Action Plan, special reports,
and statistics and works with HR Generalists to provide assistance
to City departments regarding affirmative action objectives. Revises
and updates Human Resources-related personnel rules and Administrative
Directives to maximize organizational flexibility and effectiveness
while ensuring compliance with applicable Federal, State and Local
laws. |
Employee Wellness

Provides a comprehensive Wellness Program to educate and train employees
on health and wellness activities designed to improve overall employee
health status through behavior change. Plans, organizes, promotes, and
conducts annual events to inform employees about the City’s benefits
program and wellness in the workplace and manages the Employee Assistance
Program (EAP). |

to ensure the City maintains a policy of extending fair and impartial

accurate payments. Oversees the departmental budgetary process
to include forecasting, reporting, and reconciliation. Assists

of expenditures. |

Collaborates with and supports customer departments by providing expert
consultative services and solutions regarding all aspects of human resources
management, including employee relations, recruitment, compensation and
benefits, employee development and workplace safety through the HR Generalist
concept. Ensures consistent application of processes associated
with transactions related to applicant processing, training, personnel
records, leave records, and other human resources related initiatives
through the Human Resources Specialist concept. Reviews, researches
and prepares City Manager responses to employee grievances. |
Innovation & Reform

Municipal Integrity

Recruitment & Employee

Facilitates the recruitment of qualified, competent individuals through
coordination with educational institutions, targeted and city-wide job
fairs, direct hiring opportunities and other specialized venues. Schedules
necessary appointments for applicants, such as pre-employment processing,
drug testing and physical examinations. Manages and oversees periodic
background checks of employees in sensitive positions. Provides
temporary worker services to City departments on a charge back basis. Monitors
expenses and revenues, screens and hires temporary workers, and maintains
applicant pool. Audits processing procedures and required employment
documentation. Offers effective recruitment and support services
to City Departments utilizing SAP HRIS, and support HR Generalists with
recruitment strategies and staffing plans. Provides training to
hiring supervisors and managers as needed.
Coordinates and develops effective employee education and development
initiatives, including customized training through the Alamo Community
College District (ACCD) Interlocal Agreement and internal trainer efforts,
to maintain a highly skilled and competent workforce. Develops specific
leadership initiatives to build upon and improve management and supervisory
practices, knowledge and skills through a comprehensive supervisory training
program. Administers the Language Skills Program to include coordination
of language skills testing for both uniform and non-uniformed employees. Coordinates,
facilitates, plans, and oversees annual employee Banquet and Employee
Celebration. Facilitates and coordinates SA Star and At Your Service
awards program and processes and distributes all service awards (i.e.
certificates, service pins). Administers the City’s Tuition
Reimbursement and Train-the-Trainer programs. |
Risk

Administers the Workers’ Compensation Program to ensure the City’s
compliance with applicable federal, state and local statutes and regulations
dealing with employee injuries or illnesses in the course and scope of
employment and monitoring the activities of the Third Party Administrator
(TPA). Coordinates and facilitates placement of employees released
from worker’s comp into light duty/modified service and monitors
employees participating in program.
Administers the City’s Self-Insured Liability Program to include
assisting the City’s Claims Board and facilitating a litigation
management process. Coordinates the recovery of damages to City
personnel, property or equipment from liable third parties and maintains
placement of insurance coverage. Maintains current property listings
for insurance policies and provides services to all departments including
department insurance inquiries, reviewing and approving certificates
of insurance, reviewing departmental insurance requirements for contracts,
Requests For Proposals (RFP’s), Requests For Qualifications (RFQ’s),
and monitoring activities of Third Party Administrators (TPA).
Administers the City’s Safety program to eliminate, reduce or otherwise
mitigate the City’s exposure to loss resulting from occupational
injuries/illnesses, vehicle accidents, third party liability claims and
property loss. Evaluates methods to enhance integration of Safety
and Loss Prevention efforts within departments and through departmental
Safety Coordinators and Risk Management. Provides quality safety
and health education programs, both in formal classroom environments
and within the work areas. Manages and coordinates the City’s
Random Drug Testing program for CDL drivers. |
