The Office of Innovation & Reform is responsible for improving the efficiency and effectiveness of operations City-wide, with priority areas identified by the City Manager. The Office partners with client departments to provide consulting services through the assessment, implementation, and evaluation of public and private sector best practice innovations. In addition, the Office manages high quality internal and external reviews to improve accountability and service delivery.

1. Develop project scope and objectives with Departmental input

The Texas State Auditor's Office has developed a Guide to Performance Measurement, a resource which explains the importance of performance measures within the Strategic Planning and Budgeting cycle.
