Innovation and Reform

The Office of Innovation & Reform is responsible for improving the efficiency and effectiveness of operations City-wide, with priority areas identified by the City Manager. The Office partners with client departments to provide consulting services through the assessment, implementation, and evaluation of public and private sector best practice innovations. In addition, the Office manages high quality internal and external reviews to improve accountability and service delivery.

General Project Outline

1. Develop project scope and objectives with Departmental input

2. Conduct research to identify possible solutions, including:

    1. Staff interviews
    2. Peer city surveys
    3. Business process observations and documentation
    4. On site visits to appropriate facilities
    5. Applicable performance measure or other data review

3. Provide Department with Draft Report and Recommendations and obtain feedback

4. Provide Department with Final Report and Recommendations

International City/County Management Association (ICMA)

ICMA provides considerable support on performance measurement to local governments. ICMA also maintains the Center for Performance Measurement (CPM) to which over 130 jurisdictions nationwide belong and systematically benchmark performance in a number of service areas annually.

National Association of Counties (NACo)

This site often contains articles related to improvements in local government and performance measurement. The website also has a feature called Model County Programs that allows users to search a database of innovative county government programs throughout the United States.

The Texas State Auditor's Office

The Texas State Auditor's Office has developed a Guide to Performance Measurement, a resource which explains the importance of performance measures within the Strategic Planning and Budgeting cycle. It also provides detail on how agencies can establish adequate internal controls in measurement systems in order to assist them in reporting accurate information.
