Community Centers

The Department of Human Services operates two community centers that serve as central facilities for private, federal, state, and city agencies to deliver a comprehensive program of recreational activities and social services.

These sites, the Claude Black Community Center and the Frank Garrett Multi-Service Center are also available for private functions for a nominal fee. Click on these links for more information:

Community Center: Frank Garrett Multi-Service Center
Frank Garrett Center

Formerly known as the West-End Multi-Service Center, the center was renamed Frank Garrett Multi-Service Center on April 6, 1995 in honor of a retired City employee. The center was constructed with Model Cities funds in 1974.

The Frank Garrett Center houses a gymnasium and the property also includes tennis courts, a softball diamond, and an open field for outdoor team sports.

Claude W. Black Community Center

The Claude W. Black Community Center provides an array of services to the local community, including providing comprehensive nutrition services to seniors and housing emergency assistance services.

Members of the public can also reserve space for community meetings and activities.
