IMPORTANT UPDATE
On June 15, 2006, City Council
approved changes to the City Incentive Scorecard System, to include some new fee
waivers. An increase to SAWS funding for sewer and water impact fees was
included in the revisions and the new funding will be available for eligible
projects on Monday October 2, 2006.

The San Antonio City Council has authorized the use of incentives to
encourage business and residential development in specific targeted
areas. Some of these include:

property
Restoration or rehabilitation of historic/heritage
Neighborhood and downtown revitalization

New business development in targeted industries
Affordable and market-rate housing

A variety of incentives are available,
including: tax incentives, fee incentives, financing, regulatory
reductions, and workforce development assistance.
Catalog of Incentives
The City of San Antonio uses different incentives to promote targeted
development, job creations, and community growth. These incentive
programs might reduce costs of developing a project, on-going property-related
expenses, or financing costs. Several programs provide opportunities for
regulatory reductions or new business contract opportunities.

Scorecard & Application
The City Council has authorized staff
to award certain incentives to projects that achieve a qualifying score
achieved during an application process. We have automated this evaluation
& application process, so you can determine if your project qualifies. This
new process, known as the Incentive Scorecard System, is an improved method
designed to expedite the award of development incentives.
This system is designed to help investors, developers, relocation consultants, and real estate
executives responsible investment and/or new development decisions. This new,
easy-to-use tool will guide users through the process via our website.
What are the benefits?
As future incentives become available, the City intends to expand and include these incentives within the system.
Income Verification Form
For an affordable housing project to receive consideration for a rebate of
water/sewer impact fees or CPS Energy line conversion fees. All applicants must
complete an income verification form for each unit sold, documenting income
eligibility.
