The Citizens Commission on City/County Service Integration is made up of 23 members, 11 appointed by City Council, 11 appointed by Commissioners’ Court (see Member Biographies). The chairman, Glen Hartman, is appointed by Mayor Ed Garza and County Judge Nelson Wolff. Subcommittees include: Administrative Support Services; Community Education; Health and Human Services; Planning and Urban Development; Public Safety; Recreation and Leisure Services; and Utilities, Public Works and Environmental Services.

A report of recommendations will be completed and submitted to City Council and to Commissioners Court in May and will be used by the City and the County during their priority and budget setting process for the 2005 fiscal year.

objectives

The Commission has been charged to:

  • review best practices and models from other communities, including the role of special authorities and districts;

  • develop and implement community education programs on the desirability of functional consolidation;

  • recommend a plan to transfer and consolidate functions/services between county and city governments or other special authorities that is equitable to both city and county taxpayers, in order to make our structure of government more efficient, effective and accountable; and

  • develop a draft of the state legislation that would be needed to implement the Commission’s recommendations.
