Phase I (Utility) Construction Sequence The Phase I (Utility) Construction Sequence includes construction of water, sewer, gas, and drainage related improvements in conjunction with the Main Plaza Redevelopment Project. Five construction phasings’ are anticipated with different levels of street closures and duration. Special events within the Main Plaza Area were taken into consideration when developing the Phasing Plan.
