On December 6, 2005, the City released a Request for Qualification (RFQ) for professional services in the redevelopment of Main Plaza. A committee composed of representatives from the Downtown Alliance, and the departments of Parks and Recreation, Asset Management, and Public Works reviewed and evaluated submittals. The committee selected Bender Inc. dba/ Bender Wells Clark Design, which was the firm that received the highest technical points and the most SBEDA (Small Business Economic Development Advocacy) points.

In February 2006, City Council authorized compensation to Bender Wells Clark Design for professional engineering basic services. Meanwhile, in December 2006, City Council authorized the assignment of professional design services to the sub-consultant, SWA Group.

Bexar County will fund a portion of the Main Plaza Redevelopment Project.

Construction on the Main Plaza project began in February 2007 and will be substantially completed by April 2008. This schedule is dependent upon favorable weather conditions, material availability, and other factors.

The Main Plaza approved budget comprised of all funding contributions is $12.2 million. All funding to date has been approved by City Council. This project will be a continuation of City Council policy to support the adopted Downtown Master Plan, the Downtown Neighborhood Plan, and the Historical Civic Center Master Plan.
