Career

Ed Belmares was appointed Assistant City Manager in October 2011. As part of the Executive Leadership Team, he oversees the departments of Public Works, Parks and Recreation, Aviation, and the Convention and Visitors Bureau. Prior to his appointment, he served as the Vice President of Business Operations for CPS Energy. As Vice President of Business Operations, Mr. Belmares was responsible for all the facets of Enterprise Resource Planning for CPS Energy and implemented and managed CPS Energy’s Business planning process to ensure CPS Energy and the president and CEO were aligned with CPS Energy's Vision 2020 Strategy.

Prior to joining CPS Energy, Mr. Belmares served more than eight years in various positions with the City of San Antonio, including two as the director of the Human Resources Department. Mr. Belmares also directed the City of San Antonio’s Office of Innovation and Reform, performing consulting services for various departments and oversaw the Office of Municipal Integrity. His career with the City also involved seven years in the Office of Management and Budget, including two years as budget manager where he helped develop the annual operating budget and the five-year financial forecast.
