Career
Ms. Burley was promoted to Deputy City Manager on February 6, 2006. Prior to
this appointment, she served as Assistant City Manager, directing the City’s
efforts in economic development, balanced growth, neighborhood investment
and inner-city revitalization. In this position, Ms. Burley had oversight
for the departments of Economic Development, Neighborhood Action, Housing
and Community Development, Planning, Code Compliance, and the City Council
Action Team. Under her guidance, the City Council adopted the first Tax
Increment Reinvestment Zone (TIRZ) policy unit, the Developer’s Incentive Toolkit
and the Southside Initiative Community Plan, a 20-year vision plan for the
city’s southern sector. She also supervised departments chiefly responsible
for the new annexation process, the City’s three-year annexation plan, City
South, economic development initiatives, and the City’s housing programs.
Prior to her appointment as Assistant City Manager, Ms. Burley was the
Director of the Facilities Planning and Construction Office. Ms. Burley’s
responsibilities included leadership and strategic direction for building
projects such as the Henry B. Gonzalez Convention Center, International
Center, Mexican Cultural Institute and the Carver Community Cultural Center.
Over the past 21 years, she has delivered $550 million in capital projects
which include the Alamodome, Henry B. Gonzalez Convention Center,
International Center, Carver Community Cultural Center and numerous street
and drainage projects for the City of San Antonio.
Before serving as director of the Facilities Planning and Construction
Office, she served as Special Projects Manager in the City Manager’s Office.
Serving in this capacity, she staffed the Housing and Neighborhood Action
Team as well as developed and implemented housing policies for the City. Ms.
Burley began her career with the City of San Antonio in 1984 and has served
such departments as Budget and Research, Parks and Recreation, Public Works,
the Office of Dome Development, the City Manager’s Office (twice) and the
Convention Center Expansion Office. During her tenure as Special Projects
Coordinator in the Office of Dome Development, Ms. Burley was responsible
for project management and design coordination, sports franchise
negotiation, and administration of the Small, Minority, and Woman-Owned
Business Advocacy Program for the Alamodome.
