Career
Sheryl Sculley became
San Antonio’s City Manager in November 2005 with 31 years in local
government. As the City’s chief executive officer, she manages a
full-service municipal government corporation under policy direction of
the Mayor and City Council. She oversees an annual operating and capital
budget of $2.3 billion that serves a community of 1.3 million residents
and 430 square miles. Ms. Sculley supervises the activities of all City
departments that include more than 12,000 employees.
In her four years as City
Manager, she initiated major changes within the City organization. She
appointed 35 of the top 45 executives including Deputy and Assistant City
Managers, and Department Directors including Police and Fire Chiefs,
Finance, Public Works, and Parks & Recreation Directors. Ms. Sculley
reorganized the administrative structure, developed a two-year balanced
operating budget strategy, and recommended a $550 million, five year bond
program that is the largest in City history.
Over four years, her budget
recommendations have included adding 284 police officers, 160 fire and EMS
personnel, increased street maintenance resources, more code enforcement
officers, and needed financial reserves. Through her initiative to increase
financial reserves, the City of San Antonio received a “AAA” general
obligation bond rating from Standard & Poor in the fall of 2008. This is the
first time San Antonio achieved the highest general obligation bond rating
reflecting strong fiscal management by the City and a diverse local economy.
Garbage collection automation is being completed citywide by 2010. Under her
leadership, she has led the effort to bring greater transparency to the
City’s Budget and the business practices of the City.
Before coming to San Antonio,
Ms. Sculley served as the Assistant City Manager for the City of Phoenix for
16 years, the number two position in Phoenix city government, with a $2.6
billion annual operating budget and 14,000 employees. In Phoenix, Ms.
Sculley led the redevelopment of the city’s downtown including a biomedical
campus, a downtown university campus, the $600 million expansion of the
Phoenix Convention Center, a 1000-room full service convention headquarters
hotel, commercial and housing development, a new City Hall and new Municipal
Court. Prior to her service with the City of Phoenix, Ms. Sculley worked for
the City of Kalamazoo, Michigan, for 15 years including five years as City
Manager.

Ms. Sculley is married

marathons, including the Boston Marathons in 2000 and 2001, and the inaugural
San Antonio Rock ‘n’ Roll Marathon in 2008. |
