Mrs. Esquivel has fifteen (15) years of experience working in the environmental sector. She is knowledgeable of the state and federal regulations as they apply to environmental issues. She has eleven (11) years experience working with lead hazard control activities and of those six (6) years managing the Lead-Based Paint Hazard Control Program Grant. Mrs. Esquivel is currently managing CDBG, HOME and Lead-Based Paint Hazard Control grants for both lead hazard control work in rehabilitation projects and children with lead poisoning. Mrs. Esquivel is responsible for day-to-day management of the LBPHCP and all associated contracts.
Mrs. Esquivel received her B.S. in Environmental Science from Stephen F. Austin State University and a M.S. in Environmental Science from U.T.S.A.

Willie Villarreal

Mr. Villarreal has twenty six (26) years of experience in rehabilitation and fourteen (14) years experience with lead hazard control work. Mr. Villarreal’s primary responsibility is to assign projects to the state certified consultants and coordinate lead testing with the homeowners. He also reviews all lead hazard control activity reports, ensures that the homeowner clearly understands all tests, and conducts environmental reviews for all lead projects. Mr. Villarreal ensures that all reports are done in accordance with HUD, EPA and OSHA regulations and are completed on time.

Mr. Pennartz has ten (10) years of experience in the safety and environmental field and five (5) years experience with lead hazard control work. Mr. Pennartz’ primary responsibility is to support the Lead Program for children ages six and under, Owner-occupied Rehabilitation Program, Rental Rehabilitation Program, and CHDO Reimbursement. Mr. Pennartz has knowledge of applicable HUD, EPA, and OSHA regulations and project management for both single-family homes and multi-family dwellings.

Mr. Harris is a Construction Specialist I for the Lead-Based Paint Hazard Control Program under the Housing and Neighborhood Services Department, which supports the Lead Program for children ages six and under. Brett has over 8 years experience working with lead-based paint, and has knowledge of applicable HUD, EPA, and OSHA regulations and project management for both single-family homes and multi-family dwellings.

Ms. Hernandez has been working with the LBPHCP for the past seven (7) years. Ms. Hernandez is responsible for program application intake and documentation for assistance, verifying income, developing marketing materials, processing contractor/vendor payments, and providing general support for the program. She also assists the Program Manager to ensure full compliance with the grant requirements.
