Extreme Target Sweep Program


The Housing & Neighborhood Services Department was created in October, 1997 by the City Council as part of the City’s continuing commitment to maximize services to its residents and neighborhoods. Specifically, the Department was designed to work in targeted neighborhoods to establish short and long-range goals for revitalization. With the creation of this department came the implementation of a program for service delivery, known as the “Targeted Neighborhood Sweep Program.” This program was conceptualized to coordinate a comprehensive package of city services to enhance the appearance of the target neighborhoods and encourage long-term property maintenance. Originally the Target Neighborhood Sweep Program was designed to coordinate a two week delivery of a comprehensive package of city services. In fiscal year 06 HNS enhanced the program to provide a month long comprehensive bundle of city services to be conducted in one selected neighborhood in each council district in addition to year long follow up services.

In an innovative approach, the Extreme Target Sweep program has established a satellite City hall through the use of a mobile unit where residents can communicate with a designated Special Projects Coordinator. In the command post residents can voice their concerns and inquire about all city services. Through community meetings residents are empowered to make requests for services and report concerns in efforts to customize services to each individual neighborhood’s needs and ensure efficiency in their delivery. The Extreme Target Sweep program strives to restore pride in communities throughout San Antonio. Recognizing the limits of what the City can do alone, the program has worked to build partnerships with non-profit agencies and private companies to assist in addressing community needs.

The HNS staff works closely with city council members and multiple city departments to schedule the Extreme Target Sweeps. One sweep is conducted in each council district every fiscal year. Program Recognition: The Neighborhood Sweep program was named as one of 15 finalists for the Innovation in American Government Award in 1999. The International City/County Management Association also recognized the program with the Program Excellence Award and HUD's 2005 Affordable Communities Initiatives award winner.
