Two New City Executives
Appointed
City Manager Sheryl Sculley has appointed Frank Miller as Aviation
Director, effective May 18, 2009. Miller will oversee the day to day
operations at the San Antonio International Airport and a $500 million
expansion project, which includes two new terminal facilities and a new
bi-level roadway system at the City’s airport. The program also outlines
a $3.5 million runway extension for Stinson Municipal Airport.
“Frank has a strong background in airport operations and construction,
revenue enhancement, and community outreach,” said Sculley. “His many
years of
working in the aviation industry are a valuable asset to the San Antonio
International Airport.”
Prior to his appointment, Miller served 22 years as the Airport Director
for the Pensacola Regional Airport in Pensacola, Florida. He has also
served as the Airport Manager for the Walker Field Airport Authority in
Grand Junction, Colorado, as well as the Airport Manager for the City
and Borough of Juneau, Alaska.
Currently, Miller is the Second Vice-President for the Airports Council
International (ACI) North America and has served on the ACI Board of
Directors. He also currently serves on the ACI World Governing Board.
Miller is a Past President of the American Association of Airport
Executives, Southeast Chapter. In 2006, he was awarded with the Federal
Aviation Administration’s Southern Region Commercial Service Airport
Manager of the Year. Miller holds a Bachelor’s Degree in Business
Administration from Pacific Lutheran University in Tacoma, Washington.
Additionally, City Manager Sculley appointed Gary
Hendel as the City’s new Animal Care Services Director. Hendel begins his
new position with the City on May 4, 2009.
“Gary brings vast experience to our organization, as a tenured Animal Care
Services professional,” said Sculley. “His knowledge and experience with
successful animal resources programs is significant to our community.”
As the Director of Animal Care Services, Hendel will oversee implementation
of the Animal Care Strategic Plan and continue the City’s focus to move San
Antonio to a "No-Kill" city. He will also continue to increase community
outreach and increase volunteer efforts at the Animal Care Services Center.
Hendel most recently served as Director of Animal Services for Washington
County, Oregon. Before his tenure with Washington County, he served as the
Director of the Montgomery County Animal Resources Center in Dayton, Ohio.
He has also served as the Director of the Multnomah County Animal Services
Department in Multnomah County, Oregon.
Hendel holds a Bachelor’s Degree in Business Administration from St. Mary’s
College in Moraga, California.
