Intact Dog Permit

Did you know many of San Antonio's "stray" dogs are actually owned animals that have been allowed to roam and breed uncontrollably? Do you know what happens to those animals? Many of those pets and their off spring wind up at Animal Care Services (ACS) in the shelter's adoption or rescue programs, but  a number of those stray animals do not.

Given our community’s ongoing animal overpopulation issue, City leaders unanimously approved sweeping changes to the Chapter 5 animal ordinance in 2007. One of the most important revisions relates to the licensing of intact or unsterilized dog. The permits, that officially went into effect January 1, now requires that any owner or keeper of a dog that is not spayed or neutered must obtain an annual intact dog permit. Exemptions exist for dogs that qualify for certified medical exceptions (from a licensed veterinarian) or dogs less than six months old.

The new law does not apply to the following:
(1) A dog or cat owner who is a non-resident of this City and is keeping the subject pet in the City for fewer than 60 days.
(2) Dog or cat owners who have been a resident of this City for fewer than 30 days.
