Janie B. Cantu is responsible for the management of four divisions in the Purchasing and Contract Services Department: Administrative Management, Procurement, Facility Services and Central Stores. Ms. Cantu began her career with the City of San Antonio in 1985, as a buyer, and progressed to Purchasing Agent, Purchasing Agent, Assistant Director and Director before being appointed as the Director of the Purchasing & General Services Department. Ms. Cantu holds a Bachelors degree in Business from Texas A&M University. She has received the designation of Certified Purchasing Manager ,(C.P.M.), by the Institute for Supply Management and Certified Public Purchasing Buyer, (C.P.P.B.), by the National Institute of Governmental Purchasing.

Steve Morando

Steve Morando assists in the management of the Purchasing & Contract Services Department and development of department goals, objectives, policies and procedures. Additionally, he is very involved in the financial management and budgeting for the department and preparation of procurement related items for City Council. Has 12 ½ years in City Procurement; in the profession 15 1/2 years. Came to the City as a Buyer and have also served as Senior Buyer, Fiscal Operations Manager, Acting Fleet Administrator and Assistant Director during my time with the City.  Had previous experience in the banking profession in Dallas, San Antonio and Miami, FL, also spent time with the FDIC where he had the opportunity to travel from coast to coast as the head of field contracting units in San Antonio, New Jersey, California and Massachusetts.  He is a graduate of Trinity University and the University of Texas at Austin.

Melissa Galvan

Melissa Galvan has been employed with the City for over 9 years, she supports the Office of the Director and is responsible for planning, prioritizing, monitoring projects, setting deadlines, and analyzing issues. She prepares reports for the Director and works to ensure coordination between divisions within the department. In addition, she keeps the Director abreast of City policies and procedures as well as pertinent events impacting the department. Prior to this department, she worked with the Environmental Services Department’s Director’s office. She is a member of the Urban Management Assistants of South Texas, Texas City Management Association and is a graduate from the University of Texas at San Antonio with a Bachelor of Business Management degree.

Paulette McClure

Paulette McClure has been employed with the City for the past 27 years, with 22 years in the Purchasing Department; She holds a Bachelors Degree in Business Administration from The University of North Texas. She serves as the departmental Time Administrator. She provides professional, technical and clerical support for the department and is responsible for interpreting and implementing departmental policies and procedures. She participates in the selection of professional, technical and clerical staff and implements disciplinary procedures. In addition, she serves as liaison for the department with other City departments and divisions and monitors departmental personnel requisitions and personnel complement. She also Serves as an active volunteer:  San Antonio City Employees Federal Credit Union (Supervisory Committee Chair); San Antonio Fiesta Commission (former Elected Commissioner); Ella Austin Community Center Board of Directors.  Member of New Covenant Missionary Baptist Church (Church Clerk).

Marc Brackley

Marc Brackley provides SAP support of citywide procurement process to include Business and Systems analysis, training and end-user support.  He has worked for the City of San Antonio for 13 years with six years as SAP support.  Mr. Brackley has worked for the Office of Cultural Affairs; Department of Community Relations; Department of Community Initiatives; Department of Asset Management, Contract Compliance Division; ERM Project; ITSD; and now Purchasing and General Services since May 2008.  Mr. Brackley has a Master’s of Fine Art degree from Florida State University and a Bachelor of Arts Degree from the University of Houston at Clearlake, Texas.  He is a former Citywide Coordinator of the City Volunteer Corp (2 years); former Citywide Coordinator for the City of San Antonio Charitable Campaign, (Una COSA Bueno), former faculty member of St. Philip’s College, Palo Alto College, the San Antonio Institute of Art, and Southwest School of Art and Craft.  He is also the former President of the San Antonio Potter’s Guild.

Maggie McCoy

Maggie McCoy is responsible for project planning and fund management.  She also manages beverage, vending and ATM revenue contracts.  Ms. McCoy has worked for the City of San Antonio for ten years and has been with Purchasing and General Services for the past year.  Before working in this department, she worked for Asset Management, Administrative Services Department and Contract Services Department.  Ms. McCoy received her Bachelor of Arts Degree in Psychology from the University of Texas at San Antonio.  She is a member of the Texas City Management Association (TCMA), National Institute of Government Purchasing (NIGP) and Urban Management Assistants of South Texas (UMAST).  In addition, she was a COSA Star Award Recipient in 1999, completed the City of San Antonio Leadership Development Program in 2002 and is a Certified Contracting Officer in 2003.

Monica Lopez

Monica Lopez is the newest addition to the Purchasing and General Services Department.  She began working for the City in May 2008.  Ms. Lopez has an 18 year administrative background.  She is responsible for administrative professional work coordinating projects and activities between various divisions, departments, public agencies and private sector representatives.   She received a Bachelor of Arts Degree in Psychology and a Master’s Degree in Public Administration both from the University of Texas at San Antonio.

Belinda De Jesus

Belinda De Jesus began working for the Purchasing and General Services Department in September 2007.  Prior to that, she has worked for the Fleet Maintenance and Operations, Customer Service/311, Human Resources and the City Manager’s Office.  Ms. De Jesus has a Bachelor Degree in Business Management with a minor in Human Resources.  She is also a member of the Society for Human Resource Management.
