Tax Increment Financing (TIF) is defined as a public financing mechanism through which the growth in taxes (increment) associated with new development or redevelopment can be captured and used to pay costs associated with economic development for the public good.  The area in which TIF is being used is known as a Tax Increment Reinvestment Zone (TIRZ). 

The City of San Antonio began utilizing TIF in 1998 and later officially established a TIF Unit to staff the program.  In considering the creation of a TIRZ, the City takes into account the factors described in the TIF Act found in Chapter 311 of the Texas Tax Code.  Additionally, the City of San Antonio seeks to ensure that the TIF incentive fully supports the primary revitalization initiatives, goals, policies and recommendations in all City adopted plans.

Tax Increment Reinvestment Zone (TIRZ)

City Intiated TIRZ

"City-initiated" TIRZ are designated as a response to a community need identified by the City. They are unique in that there is typically not a single developer to manage each project.

Petition Intiated TIRZ

Petition-initiated TIRZ allow property owners, residents and project developers to contract with the City to bring high-quality development/redevelopment to areas that have not seen any significant development in recent history.
