Planning and Development Services Department Jefferson Neighborhood Conservation District (NCD-7)           Adopted NCD Document Jefferson Boundary Map Adopted Ordinance A Neighborhood Conservation District is an overlay zoning district that contains design guidelines for new development. Property owners, together with Planning staff, develop the design guidelines. These guidelines can address building height, size, massing, signage, building orientation, sidewalk location, etc. The Jefferson Neighborhood Conservation District is a result of goals established in the Near Northwest Neighborhood Plan.
