City introduces Frank Burns as
Television Programming Coordinator

The purpose of this letter is to introduce myself, Frank Burns, as the City of San Antonio's new Television Programming Coordinator. Most of you have already worked with me at Time Warner Cable, in my position as Community Affairs Manager overseeing PEG operations.

On February 2, the San Antonio City Council approved the purchase of equipment for the operation of the PEG access channels. The City has been working with its vendors to expedite the order of equipment. The delivery and installation of the equipment is expected to occur in March.

The City is in the process of developing policies and procedures for the management and operation of the Public Access channel. At this time, the City will only be able to accept pre-produced programs on a monthly basis. All programs must be 30 minutes in length and must be submitted on DVD (- R only). The leader of your DVD should consist of 5 seconds of black followed by the first scene of your program. There should not be a false start on the DVD. The last scene should be followed by at least 30 seconds of black. Additionally, the outside of the DVD and DVD box must be labeled with the title, producer’s name and phone number, and the total running time of the program.

Producers may begin dropping off programs between the hours of 9:00 a.m. to 12:00 p.m. and 2:00 p.m. to 5:00 p.m., Monday through Friday, beginning Monday, February 27. The Public Access office is located at 114 W. Commerce Street in the Municipal Plaza Building on the 4th Floor, Room 401.
