The Right of Way (ROW) Management Division is responsible for maintaining construction activity within the City’s right-of-way. This division primarily regulates the activities of utility companies that have a significant amount of infrastructure in the City’s roadway. The division, through permitting and coordination, ensures that construction activities are well coordinated and impacts are mitigated. This division also handles the issuance of parking permits, lane and sidewalk permits, and temporary street closure permits in the Central Business District (CBD).
Goals of the Division are to reduce public inconvenience, guarantee proper street repair, respond to public demand for quality streets, and equitable application of regulations to all providers. Right of Way regulations are provided to users through the
ROW Ordinance(pdf) and the Utility Excavation Criteria Manual
(UECM)(pdf) which contain guidelines for work methods and related safety procedures. All Right of Way users must be registered with the City prior to obtaining permits. Once a user is registered, permits are obtained online at:

Major Responsibilities:
- Secure and protect the City of San Antonio’s infrastructure
- Ensure all ROW users comply with the ROW Ordinance and the Utility Excavation Criteria Manual (UECM)
- Coordination with ROW users for repairs and major utility projects
- Coordination of ROW activity within the city with a major focus on the CBD
- Investigate and coordinate customer service issues related to utilities
- Issues lane closure and sidewalk closure permits
- Coordinates traffic control for major events in the CBD

Effective May 9, 2011, all applications for construction-related street closures and temporary parking permits must be submitted at least one week (seven calendar days) prior to the closure date or the date for which the temporary parking is needed.
If you or any agency is planning on cutting a street or into pavement, you must
apply for a permit.
