Pavement Engineering


Pavement Engineering’s primary responsibility is the management of street maintenance contracts. These contracts directly address projects which are part of the City’s Infrastructure Management Program (IMP). Currently, four paving contracts are underway—Asphalt Overlay, Asphalt Recycle and Overlay, Hot Paver Laid Micro Surface, and Slurry Seal—along with several reconstruction projects which account for over 450 projects (nearly 200 centerline miles) in FY 2007 – FY 2008 and FY 2008 – FY 2009. Beginning with FY 2008 projects, the Alley Maintenance Program will also be managed by Pavement Engineering.  

In addition to paving and alley maintenance, Pavement Engineering has oversight of the installation of bus pads and newly constructed ADA wheelchair ramps for contract projects undergoing structural rehabilitation. As a component of monitoring the progress and completion of projects which are primarily located on streets designated as collectors or arterials (high traffic volume streets), staff perform field visits prior to, during, and after completion of the work to ensure that the project has been completed according to the specifications as outlined in the contract.  

In order to effectively manage the IMP, coordination efforts between Pavement Engineering and several entities also take place, not only with the Street Maintenance Division (SMD), but also with utility companies to ensure that streets are rehabilitated correctly and in the most efficient way possible. Pavement Engineering is also involved whenever streets are converted from private to city maintenance. In addition, Pavement Engineering serves as a technical resource for pavement specifications and researches new technologies that are environmentally safe for use as future applications, to include working with manufacturers and suppliers regarding new technologies.  

Pavement Engineering is working towards having the capability to design projects in-house.
