TACTICAL RESPONSE UNIT

The SAPD Tactical Crime Response Unit (TRU/CRU) is under
the Tactical Services
Division. Captain James Flavin heads the TRU, assisted by
Lt. Joe Salvaggio. TRU targets areas of the City that have concentrations
of violent crimes, drug activity and gang activity.
A Pilot CRU (Crime Response Unit) program operated during 2006
from mid-June through mid-August (at night,
7-days a week for 60 nights).

A Pilot DAY CRU program also
operated from September to early December
(daylight hours, 2 days a week for 32 days), for a total of 92 days
of combined CRU operation. The results were so impressive that
Chief McManus decided to make CRU a permanent unit beginning in mid-January
2007, and changed the name to TRU (Tactical Response Unit).

TRU IN 2007 |
Starting January 13, 2007, SAPD's
Tactical Crime Response Unit (TRU) was deployed as a permanent unit, active 7 nights
a week, targeting crime hot spots throughout the city.
The Permanent TRU unit in 2007 was composed of the Gang Unit (20 Patrol Officers),
along with an additional 60 Patrol Officers, and 11 Detectives.
