SAFE FAMILY is a cooperative project of the San Antonio Police Department and the University Health System to address the problems of Family Violence and Substance Abuse.
This Webpage is provided as a resource for victims of interpersonal and family violence and for the counselors who assist victims.


WHAT IS FAMILY VIOLENCE?

According to Texas law, "Family Violence", or "Domestic Violence", means an act by a member of a family or household against another member that is intended to result in physical harm, bodily injury, assault, or sexual assault, or that is a threat that places a member in fear of such harm.    
REMEMBER: FAMILY/DOMESTIC VIOLENCE IS A CRIME.

Family Violence affects people of all ages, ethnic backgrounds, and economic levels. While predominantly affecting women, family violence also affects children (child abuse), seniors (elder abuse), and male family members, who can also be victims of abuse.

In San Antonio, Family Violence reported to the Police Department typically involves a woman who has been assaulted by her male partner.

SAPD responds to and carefully tracks reported incidents of domestic violence, according to SAPD General Manual Procedures and the Texas Code of Criminal Procedure. Arrest is required when the assault is committed on the officer's presence, when bodily injury was committed just prior to the officers' arrival, or when the injury has been committed to a child. A special Family Violence Report must be filed by any officer who investigates a family violence allegation or who responds to a family disturbance call.

Whenever possible, a SAPD Crisis Response Team (CRT) will contact participants in a family violence call after the reporting officer has filed the report. The CRT, made up of a police officer and a civilian counselor, offers assistance to all parties in the domestic problem, including victim assistance, counseling, and referrals. Each of the six SAPD Substations has a Crisis Response Team.

The San Antonio Police Department also provides counseling and referral services to victims of any violent crime, through the Victims' Advocacy Office, located at the Main Headquarters Building, 214 W. Nueva.
SAPD's E.A.S.E. program provides ASL interpretation to deaf and hard of hearing victims.

FAMILY VIOLENCE IS A VERY SERIOUS PROBLEM
Men and women who follow their parents' example and use violence to solve conflicts are teaching the same destructive behavior to their children.
Jobs can be lost or careers stalled because of injuries, arrests, or harassment.
Violence may even result in death.

EXPLANATION OF STATISTICS

Statistics comparing "Reported Domestic Violence" between the years 1997 and 2000 can be misleading, due to changes in the law on what crimes must be reported as offenses. A new law went into effect in Texas during 1999, broadening the scope of crime reportable as "family violence", resulting in a significant increase in such reports during 1999 and in again in 2000. Additionally, public education during the past several years and increased police attention to this issue has led to more family violence offenses being reported to the police.

WHAT CAN I DO?

  WHAT CAN YOU DO IF YOU ARE AT RISK FOR OR A VICTIM OF DOMESTIC VIOLENCE?

 FIRST : Don't Ignore the Problem :
  • Talk to someone. Part of the abuser's power comes from secrecy. Victims are often ashamed to let anyone know about intimate family problems. Go to a friend or neighbor, or call a domestic violence hot line to talk to a counselor.
 SECOND : Plan For The Future :
  • Plan ahead and know what you will do it you're attacked again. If you decide to leave, choose a place to go. Set aside some money. Put important papers - marriage license, birth certificates, checkbooks - in a place where you can get them quickly.
  • Learn to think independently. Try to plan for the future and set goals for yourself.

IF YOU ARE HURT, WHAT CAN YOU DO?

  • Call the police or sheriff.  Assault, even by family members, is a crime. The police often have information about shelters and other agencies that help victims of domestic violence.
         Call SAPD at 207-7273(V/TTY), or Emergency 911 (V/TTY).
  • Leave, or have someone stay with you. Go to a battered women's shelter. Call a crisis hot line in your community or a health center to locate a shelter.
    If you believe that you, and your children, are in danger - LEAVE IMMEDIATELY.
         Call the Battered Women's Shelter : 733-8810.
  • Get medical attention from your doctor or a hospital emergency room. Ask the staff to photograph your injuries and keep detailed records in case you decide to take legal action.
  • Seek Counseling. In San Antonio emergency victims' counseling and assistance is available through VICTIMS ADVOCACY and CRISIS RESPONSE TEAMS, and through F.A.C.T. VOLUNTEERS who work all night Friday and Saturday at all SAPD Substations.

  WHAT CAN YOU DO TO PREVENT DOMESTIC VIOLENCE?

  • Recognize and know the signs of Family/Domestic Violence.
  • If they apply to you, ADMIT THE PROBLEM.
  • TALK TO SOMEONE. Seek help. Do NOT remain silent.
  • Do not remain in a situation that exposes you or your children to danger.
  • If the signs apply to a close friend, get them to talk to you about their problem. Then get them to seek help.
  • There are people who can help you, regardless of your circumstances.
  • Most services are FREE.
  • YOU MUST TAKE THE FIRST STEP : SEEK HELP.
